The signing of the loan agreement took place in Baghdad on March 2, 2014. The Legal Opinion (the only condition for Effectiveness) was submitted to the Bank on March 30, 2015 and the Loan was declared effective on the same day. 1 . The project is now on track and progressing towards achieving the PDO. The three main contracts along the two main road/trade corridors in Northern and Southern Iraq and associated supervision consultants contracts are fully committed and operational. Commitment is now at US$ 245 million (or 67% of the loan). Disbursement has also improved substantially compared to last FY to reach US$ 78 million (22% of the loan). Already, US$ 27 million has been disbursed since beginning of this FY compared with US$ 21 million disbursed during the entire FY17. Disbursement is expected to reach US$ 70 million this FY; cumulatively of US$ 148 million (or 42% of loan proceeds). While there is a general compliance with the policies triggered by the TCP, there are still elements that still not fully completed. For example, the Bank has cleared the updated ESMP for one of the Asphalt Plants but has not yet been locally disclosed due to a malfunctioning Server at the Ministry. The ESMP for the other Plant was cleared a disclosed long ago. The PMT was asked to explore all possibilities to disclose the ESMP followed by a request to disclose it on the Bank's website. On the Social safeguards aspects, the PMT and at the request of the Bank team has updated the list of vendors along R7 and R8 but has yet to complete the revision of the RAP as they have not completed the consultation process. The PMT was given till January 15, 2018 to work closely with the two Governors and social committees to ensure that the consultation with the PAPs are full completed in accordance with the originally approved RAP principles. 2 . Environmental and Social Impact Assessment and the Resettlement Action Plan for the North - South Transport Corridor (road section between Girsheen and Suheila intersection in KRG) has been Cleared by the Bank for, and been disclosed in the InfoShop; Implementation of the ESMP is ongoing and regular environmental and social progress reports will be prepared and submitted on quarterly basis to the Bank. The PMT hired two full time environmental and social officers to ensure the full implementation of the ESMP. In addition, the Owner Engineer hired an environmental and social consultant to supervise the performance of the contractor. Also, the contractor has appointed an environmental and social officer who is responsible for implementing the ESMP requirements. 3 . The following status is based on the mission’s discussion as well as that resulting from a site investigation that was carried out by the Bank’s safeguards team in early December 2017. There is a general compliance with the policies which are triggered by the project. For the Expressway No.1 segments R7 & R8, the PMT, the supervision consultant and the contractors enhanced their staff capacities to address the environmental and social issues raised in the ESIA and the RAP. Progress reporting is also covering the safeguards aspects but will require further improvement to ensure all issues are reported and well addressed. Environmental measurements are required to be conducted according to the ESMP monitoring plan which are outlined in the Expressway ESIA. The ESMPs for R7 and R8 Asphalt Plants were cleared. However, the ESMP for R8 is yet to be disclosed in-country and on the Bank external website. 4 . Labor influx: No issues will be expected from the work force under the two contractors TERNA and ALTCOM considering the proximities to neighboring communities to project sites. Close monitoring by the Engineer continues. The Social Specialist member of the HGG Contractor in KRG along the North - South Corridor will conduct an assessment of any potentials for labor interaction with nearby villages as well as conducts awareness to the workers located at the contractors campsite. The Specialist will also maintain visits to the villages to acquire information on any complaints from the villagers especially that related to workers' behaviors. 5 . Key TA activities are expected to be launched by end of 2017.
