No I. SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES OVERALL PROJECT STATUS. The project continues to make solid progress with key results indicators either met or exceeded. The last Implementation Status Report (ISR) rated Progress towards achievement of Project Development Objective Highly Satisfactory (S) and Implementation Progress Satisfactory (S). KEY RESULTS. As of August 31, 2019, under the Labor Intensive Works and Community Services Component (Component 1) implemented by the United Nations Development Program (UNDP); the number of direct beneficiaries of wage employment has reached 367,000 workers against a target of 470,700; over 7.65 million work days have been created against a target of 9.36 million; and the number of people who were provided with access to key services has reached 3.76 million against a target of 2.76 million. Moreover, approximately 296,142 people (120,339 women and 175,803 children) have benefitted from the project’s nutrition services interventions (target of 216,191 people); and the number of core staff positions for SFD has reached 191 positions (103%) and 53 positions (100%) for PWP. Under the Emergency Cash Transfer component (Component 3) which is implemented by the United Nations Children’s Fund (UNICEF) and to which this restructuring pertains, the project has successfully completed five rounds of payment cycles to an average 1.4 million beneficiary households, with a sixth payment cycle planned for mid- October 2019. DISBURSEMENT STATUS. Overall project disbursements under the project stand at US$771.57 million out of a total grant amount of US$848.58 million (including the parent, AF, AF2, AF3, MDTF Grant, and the recently approved AF4). AF4 was approved by the Board of Directors on May 14, 2019 and became effective on May 21 and May 23, 2019. PROPOSED CHANGES AND RATIONALE. This restructuring proposes an amendment to the Grant Agreement (TF0A9572) for the Yemen Emergency Multi Donor Trust Fund (MDTF) under AF3, to extend the closing date of the Grant from September 30, 2019, to June 30, 2020. The proposed extension would allow the project to utilize a remaining balance of US$50,000 under Category (2-a) (Consultants’ services), which is allocated to co fund an outcome assessment of the emergency cash transfer component. The delays in initiating this consultancy were largely a result of a lengthy process of developing terms of reference (TORs) for the consultancy, as well as the short duration of the of the above Grant (April 2019– September 2019). Due to the nature and scope of the assignment which entails inputs from various divisions within UNICEF and the World Bank, UNICEF would not be able to complete the assessment prior to the current Grant closing date.
