The program has the overall objective to increase transport connectivity between neighboring countries in Central Asia along priority cross-border road links whilst supporting improvements in road operations and maintenance practices. The project development objective (PDO) of the First Phase of the Central Asia Road Links Program (CARs-1) is to increase transport connectivity between the Kyrgyz Republic and Tajikistan along priority cross- border road links in Batken Oblast whilst supporting improvements in road operations and maintenance practices. The road sections to be financed under CARs-1 prioritize connectivity between the Osh and BatkenOblast in the Kyrgyz Republic and Sugd Oblast in Tajikistan as they build lateral spurs from the Osh-Isfana axis to the Tajik border. The contract on civil works and supervision consultancy services are now signed, and the civil works are expected to start in the next construction season of 2016. The Implementing Agency is mobilizing the contractor and supervision consultant to launch design review and adjustments in the field. Upon completion of the design review, the government will need to provide compensation to all project affected people. Institutional component is yet to be launched as soon as international consultants are hired to support the Ministry in axle load control and introduction of weigh-in-motion pilot system, as well as in implementing so-called Service Level Agreement in the road maintenance department in charge of road section. Sub-component on Road user satisfaction survey that is an integral part of the project, is at the final tool testing stage. The local company provides support to the Ministry during the first year of implementation to develop methodology, tools, carry out survey and enter the date into the system. The tools are developed in a way to minimize costs to be borne by the Ministry in future and cover as much residents as possible. This is the first citizen feedback mechanism introduced in the Ministry, which finds the tools handy to monitor performance of road maintenance in regions. Staff of the regional and central departments (road management department) of the Ministry are closely involved in the process to ensure sustainability of beneficiary survey. Sustainability related risks lay in turnover of the staff, especially in regional departments. The Project implementation had been facing serious delays almost on all components, namely: (a) civil works; (b) high speed weigh-in-motion equipment for two posts; procurement of road maintenance equipment; (c) international consultancy on axle load control and road maintenance practices. Similar delays are experienced by other donor-funded projects, particularly ADB.
