Problems due to faulty layout of a large portion of the sewer adduction line were satisfactorily solved in 2012. As of December 2013, the sewer adduction line, the two pumping stations (SP1 and SP2) and the treated wastewater transfer network are essentially completed. However, the new El Attar Wastewater treatment plant (WWTP) still stands at 80% completion, with construction at a standstill since early 2012 Public Disclosure Copy due to a conflict between ONAS and the consortium. This conflict was brought for international arbitration at the International Chamber of Commerce (ICC), and although the ruling was expected in May 2013, it has been postponed several time by ICC and is still pending. Once the ruling will be known, ONAS shall be able to reinstate the construction (either through a new contractor or the current one) and complete the infrastructure. In the meantime, ONAS has been able to make progress with the other pending activities. The consultancy for the implementation of the operational phase of the environmental management plan was contracted in late 2013. The implementation of the institutional component of the project has also been encountering difficulties. The installation of the new IT customer billing system – which is by far the most important activity, and is supervised by SONEDE (who finances the larger part of it through the ongoing Urban water center project with the Bank) – had been encountering a series of delays and problems. However, since the kick-off of the installation in February 2013, the contract has been progressing at a satisfactory pace.
