The project progress warrants review from the stand point of an operation in fragile and conflict settings. Page 1 of 10 The World Bank Report No: ISR15482 Project Progress The Governance Support Project (GSP) is currently fully on track to achieve the PDO at the end of the project and shows satisfactory results as outlined below. Component I: Piloting New Potential Solutions to Capacity Development Public Disclosure Copy The KP, FATA and Balochistan Governments are piloting newly designed solutions to capacity development that leverages capacity outside government that may exist in the public as well as private sector and links up country systems with international partners. The Project also provides support to governance reforms in KP, FATA, and Balochistan as presented in further detail below. KP Support to Governance Reforms: GSP is supporting implementation of substantial governance priority reforms led by the government including the Right to Information Law and the Right to Public Services Law. The project has also provided support to the establishment of the Ehtesab Commission (anti-corruption). Monitoring & Evaluation: A working prototype performance monitoring tool – to be followed by an expanded performance monitoring system – has been put in place to observe delivery of specified services in pilot districts. A Khyber Pakhtunkhwa (KP) Citizen Report Card (CRC) was delivered in collaboration with the Institute of Management Sciences (IM Sciences). KP M&E Directorate has been engaged for its capacity building in undertaking PCNA impact evaluation through “learning by doing” in a tri-partite collaboration involving Peshawar University (Pakistan) and Georgia State University (United States). This solution to capacity development, if successful, could lay the foundation to independent 3rd party evaluation by the country system (M & E Directorate) with the local and international academia as the 3rd party. Training & Capacity Building: Eleven in-country workshops have been conducted benefitting 1021 participants (901 males and 120 females), primarily raising awareness about recently promulgated laws promoting transparency and accountability. Seven out of country trainings have been conducted for 12 participants (8 males and 4 females). FATA Support to Governance Reforms: The ISU has been successful in performing the envisioned liaison role with seven government line departments for PCNA implementation. GSP is providing technical support to FATA Reforms Commission set up by the Governor of Khyber and FATA to revitalize institutions of the FATA Secretariat. Monitoring & Evaluation: FATA M&E Directorate, like KP, is engaged in PCNA impact evaluation in collaboration with the same national and international academia. Statistics: GSP has undertaken capacity building of the FATA Bureau of Statistics through linkages with Pakistan Institute of Development Economics (PIDE) and Institute of Management Sciences for future data collection and analysis of socio-economic data for FATA. FATA is testing the new capacity development solutions through linkages with a local academia (IM Sciences) and Pakistan Institute of Development Economics (PIDE) for Bureau of Statistics to “learn by doing”. Public Disclosure Copy Training & Capacity Building: Twenty two in-country workshops were conducted benefitting 1,169 male and 91 female participants. Seven out of country trainings conducted with 18 male participants. Balochistan Support to Governance Reforms: GSP is supporting center of government line departments including Finance Department (FD), Planning and Development Department(P&DD) and Office of the Chief Secretary. These reflect reform interventions prioritized by the Government as necessary for creating the foundation for the delivery of the Balochistan Development Needs Assessment (BDNA) and related development programs. Monitoring & Evaluation: The Project supports performance monitoring of service delivery at Quetta District Hospital. Similarly, the Domicile Certificate by the Office of the Deputy Page 2 of 10 The World Bank Report No: ISR15482 Commissioner Quetta is piloted in collaboration with Balochistan University of Information Technology and Management (BUITEMS). Training & Capacity Building: Sixteen in-country trainings and workshops have been conducted benefitting 855 participants (781 males and 74 females)-mainly providing citizens a platform for inclusion in the policy making processes. One out of country training conducted (1 male participant). Public Disclosure Copy Component II: Rapid Response Facility (RRF) This component provides fast-trackimplementation and demand driven support to specific governance interventions as identified by line departments/directorates aimed at helping address key governance constraints in program implementation. In particular, the following activities have been supported. KP Right to Information, Right to Public Services, and Anti-Corruption: Having supported the enactments of the Right to Information (RTI), the Citizens Right to Public Services (RTS) and the establishment of the Ehtesab Commission (anti-corruption), GSP is now supporting operationalizing these entities. In this regard, the RTI Commission is operational and initial complaints are received and disposed (30 at the time of the mission). Similarly, Commissioners for the RTS have been appointed, and the public scrutiny process for appointment of the Ehtesab Commissioners is under way. Ombudsman Office and Citizen Report Cards: The Ombudsman Office functionality continues to improve to allow better and speedier management of complaints. More importantly the Ombudsman has completed the first province wide Citizen Report Card (CRC) in collaboration with a local university – IM Sciences. In the former case, an increasing number of complaints are being disposed off, indicative of gradual and effective development of office systems. During 2013, 846 cases have been received including 69 from female complainants. In addition, a Citizen Report Card (CRC) survey has been completed for ten priority sectors including; water, health, education, Vehicle Registration, Domicile Certificate, Birth and Death Certificate, Revenue Documents (fard), Property Tax, FIR and Arms Licence in 10 districts (out of 25) with at least one district from each of the seven divisions in the province (with a sample size of 1409 with 972 male respondents and 437 female respondents). The survey collected data about citizen perceptions on five parameters. The CRC is expected to inform the citizen public service delivery agenda of the government in addition to setting a baseline for performance monitoring. FATA FATA Tribunal: FATA Tribunal continues to provide judicial services to FATA citizens. The number of cases registered (since inception February 2012) has reached 717 with 611 decided 106 under trial. The mission appreciates continued support to the FATA Tribunal and recommends to deepen the reform aimed at building on the gains made through GSP Phase I and II to the Tribunal. Anti-Corruption Hotline: The first country systems-based hotline in Pakistan has started providing grievance redress services to FATA citizens. The hotline provides FATA citizens online access to register corruption –specific grievances with real time feedback on progress of the grievance and MIS for the management to monitor follow up. So far, seven complaints are resolved (out of thirteen) with the remaining cases under process. The average resolution time has been 34.5 days. Public Disclosure Copy Balochistan Social Accountability: The Government led social accountability initiatives of citizen’s pre budget consultations for FY 14/15 Government budget which have this year been devolved to the divisional (Naseerabad and Zhob) and district (Lasbela and Pishin) levels. Two workshops each have been held at these levels with participation of 308 citizens (282 mal es and 26 females). Ombudsman Office: GSP is supporting the Office of Balochistan Ombudsman with the implementation of the E-Citizen Grievance Redress system. The system once installed, could enable citizens from far flung areas to use telephone for registering grievances through phone, sms and email. This could contribute to enhancing citizen access to accountability mechanisms that is otherwise severely constrained by the thinly dispersed population across a large and difficult terrain in Balochistan. In the initial phase, health services at district hospital Quetta and issuance of Domicile Certificate by the Office of the Deputy Commissioner Quetta are being monitored. Current challenges to project implementation include maintaining a high level of donor coordination, ensuring timely payment processes, and mitigating turnover risks that could affect Public Disclosure Copy program implementation. The latest supervision mission discussed these risks and possible mitigation measures with the counterparts.
