Has the Project Development Objective been changed since Board Approval of the Project Objective? No PHRPDODEL Components Name Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO  Satisfactory  Satisfactory Overall Implementation Progress (IP)  Satisfactory  Satisfactory Implementation Status and Key Decisions Overall, the project has been implemented well. It is also seen in the country as well suited to the needs of children of the herding communities and proven to be effective in the rural Mongolian context. All new programs developed under the project have been successfully implemented in all 30 project communities in the selected four provinces. The project’s home-based school preparation program was successfully introduced along with the School Readiness Toy and Book Mobile Kits specifically designed for children in the mobile herding communities. Child development centers at school dormitories became fully operational offering a variety of extra-curricular activities for children living at dormitories and away from parents. 6/13/2017 Page 1 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Mongolia: Improving Primary Education Outcomes for the most vulnerable children in rural Mongolia (P130760) Six sets of compensatory education programs (for Grade 1, 2 and 3) have been developed and piloted, and have now become day-to-day handy operational tools for the government running life-long learning centers at the community level. Despite the small number of children directly benefiting from this component’s activities, the added value of these new programs is high because it equips the local communities and education stakeholders with the necessary skills to work with primary school dropouts, many of whom happen to be disabled and homebound, and are not eligible to enroll in non-formal education classes due their (young) age. The home-based school preparation programs for herders' children (5-6 years old) and extracurricular after-school programs for herders' children living away from their parents have begun to spread beyond the project sites. 138 small scale grants have been awarded to local communities for implementation of their own initiatives with active involvement of parents and community members as well as local governments. The total number of beneficiary children has already reached its target set for June 2017. The community based innovative ideas promoted by the project are well recognized locally and have been featured at several national and international events. The Ministry of Education, Culture, Science and Sports (MECSS) sees the project as a success case of addressing the very specific challenges in delivering quality preschool education to the children of nomadic herding families in the remote Mongolian countryside. The program has the potential to be officially adopted as an innovative alternative form of preschool education delivery in the country. 6/13/2017 Page 2 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Mongolia: Improving Primary Education Outcomes for the most vulnerable children in rural Mongolia (P130760) 6/13/2017 Page 3 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Mongolia: Improving Primary Education Outcomes for the most vulnerable children in rural Mongolia (P130760) 6/13/2017 Page 4 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Mongolia: Improving Primary Education Outcomes for the most vulnerable children in rural Mongolia (P130760) Risks Overall Risk Rating Risk Category Rating at Approval Previous Rating Current Rating Overall  Moderate  Low  Low Results Project Development Objective Indicators PHINDPDOTBL Number of target children who have been successfully prepared for schooling through home based school preparation program (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 3,808.00 3,965.00 3,300.00 Date 22-Jun-2012 14-Dec-2016 15-May-2017 21-Jun-2017 6/13/2017 Page 5 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Mongolia: Improving Primary Education Outcomes for the most vulnerable children in rural Mongolia (P130760) PHINDPDOTBL Number of target children enrolled in extra-cirricular afterschool program, with improved learning achievements (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 4,196.00 4,411.00 4,120.00 Date 22-Jun-2012 14-Dec-2016 15-May-2017 21-Jun-2017 PHINDPDOTBL Number of target children enrolled in compensatory education program, with improved learning achievements (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 80.00 80.00 80.00 Date 22-Jun-2012 14-Dec-2016 15-May-2017 21-Jun-2017 PHINDPDOTBL Number of direct beneficiary children (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 8,084.00 8,456.00 7,500.00 Date 22-Jun-2012 14-Dec-2016 15-May-2017 21-Jun-2017 PHINDPDOTBL Percentage of female direct beneficiary children (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 48.00 47.00 50.00 Date 22-Jun-2012 14-Dec-2016 15-May-2017 21-Jun-2017 Comments The sex ratio of the beneficiary children reflects i) the sex ratio of children living at school dormitories and ii) the fact that the most of out of school children (the targeted group for the Component 3) are boys. 6/13/2017 Page 6 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Mongolia: Improving Primary Education Outcomes for the most vulnerable children in rural Mongolia (P130760) Overall Comments Intermediate Results Indicators PHINDIRITBL School Preparation Toys and Equipment Library is set up in 30 target soums (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 43.00 45.00 30.00 Date 21-Jun-2012 14-Dec-2016 15-May-2017 21-Jun-2017 PHINDIRITBL Community Education Councils (CEC) established in 30 soums to lead community actions. Upon the initiatives of schools and local governments, the programs began to spread to non-target areas with support of other funding sources (eg, MoF of Japan, local governments etc) but with some technical assistance from the project team. The number includes: • Children enrolled in Home-based school preparation programs in non-target soums and districts (Bulgan aimag, Khutag- Undur soum; Bayanzurkh, Songinokhairkhan and Chingeltei districts of Ulaanbaatar); 6/13/2017 Page 8 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Mongolia: Improving Primary Education Outcomes for the most vulnerable children in rural Mongolia (P130760) • All 1-5 grade children in the target 30 soum schools where teachers began to apply the methodologies of Extra-curricular after school programs into teaching of other subjects. • Children using the Compensatory education programs in non-target soums. • Older (11-16 years old) children (beyond the project target age) enrolled in the compensatory education programs in target soums.
