A mission was carried out in April 2014 to follow up on the time line for Grant Agreement signing and project effectiveness. The internal clearance procedures in Kazakhstan for the grant financing are expected to result in delays with respect to Grant Agreement signing and project effectiveness/ implementation. At the moment, there are three critical issues that will result in delays: Page 1 of 7 The World Bank Report No: ISR13220 1. To sign the Grant Agreement two Decrees by the Prime Minister and by the President of Kazakhstan are required. Grant Agreement signing is expected in August 2014. 2. To start implementation of the project, subsequent ratification of the legal agreements by the national parliament is required. Project effectiveness is expected in February 2015. 3.The government has indicated that it is only after the Presidential decree is granted that they will consider launching the procurement for the Coordinating Agency, which will Public Disclosure Copy manage 92% of project funds. Since the procurement method will follow International Competitive Bidding procedures, the contract for the Coordinating Agency is expected to be signed, at the earliest, in May 2015. The lengthy internal clearance procedures and the lack of confirmation of when the Government will be able to start the procurement process will shorten the period of project implementation by almost two years. The team will continue to work with the Ministry of Education and Science to ensure project readiness (e.g. development of Terms of References, development of the community procurement handbook, procurement training, finalization of the Project Operational Manual, etc.) and quick implementation after effectiveness. While it is clear that the MOES has little control over internal government procedures to bring this project to effectiveness, it is encouraging that it is willing to launch the procurement for the Coordinating Agency once the Presidential decree is granted for the Grant Agreement.
