The project’s participatory approach, which embeds civic engagement throughout the process, combined with capacity building of communities, civil society organizations, and local government adds value to government’s 8/9/2016 Page 1 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Expanding Community Approaches in Conflict Situations in Three Southernmost Provinces in Thailand (P147089) traditional policies and programs. These deepening partnerships continue to be central to the project’s operations and emerging results. Key performance indicators are on track to being achieved. Levels of trust, satisfaction and confidence within communities and between community members and the state are reportedly increasing, as are rates of active participation. Training of sub-district officials is resulting in increased levels of understanding and use of the participatory approach and tools by all six participating sub-districts, and is being extended to additional sub- districts. Civil society networks active in the region are working closely with government agencies to advance policies and programs aimed at peace- building. Implementation is proceeding according to schedule. Subproject activities are underway in all 43 participating communities and six sub-districts. Block grants are financing the construction and rehabilitation of buildings; the establishment of savings groups and community shops; income- generating/livelihoods activities; water management; agriculture; tourism and natural resources management; and local culture, education and local wisdom. Community priorities are reportedly increasingly reflected in local development plans. Grants from the project’s Peace-building Partnership Fund are financing activities in four main areas focused more directly on the peace-building process. (i) development of a peace curriculum and associated training; (ii) psycho-social treatment for victims of violence; (iii) improvement in quality of education and promotion of local language; and (iv) alternative media. Continued support to two major civil society networks, the Civil Society Council for the Deep South and the Working Group on the Women’s Agenda, is advancing the peace-building policy agenda. . 8/9/2016 Page 2 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Expanding Community Approaches in Conflict Situations in Three Southernmost Provinces in Thailand (P147089) 8/9/2016 Page 3 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Expanding Community Approaches in Conflict Situations in Three Southernmost Provinces in Thailand (P147089) 8/9/2016 Page 4 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Expanding Community Approaches in Conflict Situations in Three Southernmost Provinces in Thailand (P147089) 8/9/2016 Page 5 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Expanding Community Approaches in Conflict Situations in Three Southernmost Provinces in Thailand (P147089) Risks Overall Risk Rating 8/9/2016 Page 6 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Expanding Community Approaches in Conflict Situations in Three Southernmost Provinces in Thailand (P147089) Risk Category Rating at Approval Previous Rating Current Rating Overall  Low  Low  Low Comments The project continues to operate as planned under the supervision of the Project Advisory Committee headed by the Ministry of Finance.
