A consultancy services contract was awarded to TERA International Group Inc (USA) and the contract was signed on May 11, Page 1 of 5 The World Bank Report No: ISR9972 2012 which covers all activities under two components of the IDF grant, including component (1) Quality Management to enhance public service delivery in the road sector, and (2) Institutionalization of independent procurement assessment mechanism in the Road Department. The Grant audit (Component 3 of the IDF grant) will be undertaken by another consultancy contract for which a firm is currently being selected. At this stage, the following activities have been undertaken by the consultants' team so far: Under Component 1, (i) an in-country workshop (June 2012) with the purpose to raise awareness of the MOTC and relevant agencies about the concept of quality management system in road design, Public Disclosure Copy construction, maintenance and management, and (ii) a draft road map for performance improvement. Under Component 2, activities completed so far include procurement and technical audit on pilot road sections as part of activities on developing a methodology for independent technical and procurement audits. Component 3, audit of the grant is scheduled to be concluded at the end of the assignment under a separate consultancy services contract. The remainder of the outputs under component 1 and 2, including diagnostic analysis of existing procurement assessment procedures, methodology for conducting independent procurement and technical audits as well as the application of quality management approach in the road sector and related capacity building/on-the-job training is expected to be completed before the consultancy services contracts' closing date of July 20, 2013.
