The grant has disbursed 86% of the total amount, with the closing date expected to be in about 4 months (closing date March 9, 2015). Under Component A, 78 poor rural local government areas (Aiyl Aimaks) were selected on a competitive basis Selection of the Aiyl Aimaks (AA) took place in the Talas and Page 1 of 4 The World Bank Report No: ISR9956 Chui oblasts. Capacity-building activities aimed at raising the knowledge and awareness of citizens' rights, roles and responsibilities in participatory self-governance have been implemented. Under Component B strong efforts have been made in the implementation of on-site trainings for representatives of local government bodies. These included three-day training courses for Aiyl Okmotu heads, and 2 1/2 days for community members. Public Disclosure Copy The project was restructured to allow the reallocation of funds from the training component (Component 1) to the investment component (Component 2). This was finalized in June 2014 (the process took 6 months). This allowed the project to increase the number of micro grants from 43 to 62. Of the new micro-grants, 11 are located in Talas Oblast and 8 are in Chui Oblast. The new 19 aiyl aimaks (AA) that were deemed eligible for grants already received training. 60 percent of micro projects consists of purchasing needed equipment (such as furniture, tractors etc) and 40 % is rehabilitation works. As of October 2014, 36 micro-projects have been completed and the rest is in progress scheduled to be completed on time. The technical quality of rehabilitation works is considered adequate overall. In the last 6 months, the Bank task team engineer paid 2 visits to the project sites. A total of 16 JSDF-funded micro-projects have been inspected either during construction or early in the service phase. The project management and monitoring and evaluation activities are also on track. The latest quarterly progress report was submitted in October 2014, where all planned outputs have been completed. ARIS also submits detailed progress reports every 6 month, which are deemed to be high quality. The increased knowledge of trained local government officials and community members are demonstrated through their before and after quiz scores, indicated in these detailed progress reports. All data is disaggregated by gender and age. The Japanese Embassy in Bishkek has been regularly kept in the loop. The project team has paid two visits in the last 6 months to share the project progress. Two areas to pay attention from now until closing date is i) the technical quality of the rehabilitation works and effective supervision of ARIS site engineers, and ii) social and environmental impacts of micro-projects which may not have been foreseen earlier and rapid mitigation when such impacts arise.
