Overall progress remain slow: although there are some progress in the past few months following conservative approach, given the time elapsed overall all progress remain slow. Notwithstanding this, since the last mission in May 2018 two consultancy services under AARTB namely: (i) modernizing Anbessa public transport service with IT infrastructure and system to improve its operations; and (ii) preparing a parking strategy for Addis, were signed and are under implementation. It is expected that the procurement process will be expedited in the coming months with four major assignments to be signed in 3-4 months. 2. As part of institutional strengthening to improve traffic enforcement, Addis Ababa Traffic Police has procured 274 motorcycles, 12 ambulances vehicles for transportation were provided through the project. 3. Conceptual design for installing a driver licensing and vehicle registration system for Ethiopia has been completed allowing FTA to finalize the terms of reference to engage an Enterprise Architecture design consultant that will supervise the installation of the system. The process of selecting the consultant has begun with the issuance of the expression of interest. 4. ARRTB and FTA need to strengthen their staff: Both institutions need to strengthen their technical capacity to enhance their capabilities to manage and oversee the implementation of the many and diverse complex activities that require technical expertise. To this effect, it was agreed that both AARTB and FTA will submit their proposals to the Bank for discussions and support. In addition, both institutions need to improve their decision making process.
