Although these two Projects have been processed as stand-alone projects, they finance similar activities, share the same development objectives and are implemented by the same implementation unit (the Projects Coordination Unit or PCU). The implementation of both Projects remained unsatisfactory from their inception until the end of 2010 as the design of the projects was problematic. Following up on a request from Page 1 of 7 The World Bank Report No: ISR9120 the authorities, both Projects were restructured during the first quarter of 2011. The implementation of both Projects considerably improved as the result of the restructuring. As of March 31, 2012, 120 Community Development Plans (CDPs) had been finalized (so that the end-of-Project target to complete 120 CDPs by end-2014 had already been completed) and 84 community-based micro-projects had been initiated (versus an end-of- Public Disclosure Copy Projects target of 120 micro-projects). The projects were on track to achieve their development objectives although procurement was weak and remained a concern. On several occasions, the Government indicated its deep satisfaction with the projects. The authorities stressed the importance of the projects for peace and state-building. Communities were also very satisfied with the projects which testified of the government's commitment to alleviate poverty in rural areas. On April 12, 2012, there was a military coup which profoundly modified the situation. On April 17, 2012, Bank triggered policy OP 7.30 (Dealing with de facto governments). As a result, missions (including an important training in procurement) were suspended and no new withdrawal application could be processed. At the time, about 300,000 Euros were available on the Designated Accounts which allowed the PCU to continue implementing the projects despite an adverse environment. To the extend funds were available, firms and suppliers were paid and the PCU was able to function. However, no new sub-projects were initiated. As funds progressively dried up over the summer 2012, project implementation slowed down. However, the PCU is currently able to reap the benefits from the works it initiated before April 2012. As of September 30, 2012, 96 community-based micro-projects had been initiated and 77 have been completed (versus an end-of-Projects target of 120 micro-projects) directly benefiting over 30,000 people, of whom 50 percent are women. However, as of end-2012, there are basically no funds left on the Designated Account, activities have come to halt and the PCU is considering closing its offices.
