The project has made reasonable progress since the previous mission in June 2019; as of August 2, 2019, there were 7 contracts under procurement, 3 contracts under implementation (not including the PST staff contracts) and 7 contracts completed. No new procurements have commenced since the last mission. Signing of the port works in ‘Eua and the Niuas is imminent but delayed. Absorptive capacity of local contractors is an issue that may require involvement of international contractors to absorb the volume of works to be procured through TCRTP within a reasonable timeframe. Additionally, scope of road works is likely to be reduced based on design consultants cost estimates. The TCRTP Project Support Team is now fully staffed with the Procurement and Safeguards Officers being the most recent additions; new team members in the PST will be undergoing training and onboarding. Additionally, GoT will convene their first Transport Sector-Based Project Steering Committee Meeting before the end of September 2019. Ministers of Finance and Infrastructure will meet quarterly to receive updates on the status of projects including transport. Also in attendance will be CEO for MOI, Project Manager and CSU.
