For Part 1 on improving access to school, the emergency operation called “Back to school� is completed and 2,824 schools received compensation grants to cover teacher salaries from the project. This is fewer than planned, resulting in a surplus of funds allocated to "Back to school". In line with the Government announcement for a free and compulsory basic education, the Ministry of Education and donors agreed on reallocating the remaining funds originally allocated to the emergency operation to finance 83,000 students under the tuition waiver program for the school year 2011-2012. Under the Part 2, the project continues financing the school nutrition and health program for about 12,000 students for the school year 2011-2012; four NGOs have been Page 1 of 4 The World Bank Report No: ISR5942 contracted to deliver either foods or meals to participating schools. For the activities related to the reform of the curriculum and the development of the Early Childhood Development, their implementation would be accelerated after the validation of the Education Operational Plan (OP) and the appointment of its steering committee by the Ministry of Education, scheduled by February 2012. Under the Part 3, the project provided equipments and materials for the central Ministry and the 10 departments.
