To date, 73 works have been finalized, 47 will be finalized by December 2019, and 24 are underway and will be finalized by December 2020. Given that a one-year extension of the Project was granted, the 40 works that were at risk of being dropped have been reincorporated under the Project. • Secundaria Rural 2030. The Horizontes material prepared for the pilot is being updated to convert it to two-week work programs that students can follow on their own. The pilot is being carried out in 127 schools in 11 provinces, with 47 schools across 6 provinces actively participating in the pilot and the remainder presenting different levels of participation. 4 national workshops were held with provincial representatives to socialize the work carried out under the pilot and 2 regional workshops were held in Mendoza and Santiago del Estero. Technical assistance has been provided to strengthen implementation in 7 provinces, and virtual training is being provided for upper secondary coordinators in participating schools to assess the implementation of an interdisciplinary project in the schools. • Cognitive Behavioral Therapy (CBT) pilot for dropout prevention in the Province of Buenos Aires (PBA). Implementation of the En Sintonía pilot program began in August and a total of 29 schools were included in the pilot. • Evaluation activities with the Secretaría de Evaluación Educativa (SEE). The Aprender 2018 reports were published in May 2019 and accompanied by a national report, 24 jurisdiction reports, 20,819 school-level reports, technical documents, and an open consultation system. For Aprender 2019, the SEE worked extensively to share information on the assessment with all schools and to provide training material for all relevant actors. Additionally, it carried out workshops for the educational community to discuss how to best use the school-level reports for improvement. A report containing data and analysis on Aprender in rural primary schools was published by the SEE in October, which received inputs from the Bank team and can be accessed at https://www.argentina.gob.ar/sites/default/files/los_aprendizajes_en_escuelas_rurales_del_nivel_primario.pdf Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance -- ►Moderate ►Moderate Macroeconomic -- ►Moderate ►Moderate Sector Strategies and Policies -- ►Substantial ►Substantial Technical Design of Project or Program -- ►Moderate ►Moderate Institutional Capacity for Implementation and Sustainability -- ►Substantial ►Substantial Fiduciary -- ►Substantial ►Substantial Environment and Social -- ►Moderate ►Moderate Stakeholders -- ►Moderate ►Moderate Other -- ►Moderate ►Moderate Overall -- ►Moderate ►Moderate Results PDO Indicators by Objectives / Outcomes Support the national Government to reduce repetition rates in Primary Education IN00756446 11/7/2019 Page 2 of 8 The World Bank Implementation Status & Results Report Argentina Second Rural Education Improvement Project - PROMER-II (P133195) ►Average repetition rate in primary schools in rural areas (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 3.80 4.60 4.60 3.50 Date 31-Dec-2014 04-Jun-2019 30-Sep-2019 31-Dec-2020 The increase in the repetition rate seemingly indicates a "rebound effect," similar to those registered in other countries after implementing measures such as the "unidad pedagogica" initiated by the Government and the technical complexity of its implementation. Efforts in in-service training will focus on ways to decrease repetition in 2019 to get the indicator back on Comments: track. It is worth noting, however, that the same effect was evidenced in urban areas and that the increase in urban areas was actually higher than in rural areas (1.7% vs. 1%).
