The project has made a significant difference in the lives of rural Mongolian children through Page 1 of 17 The World Bank Report No: ISR9559 improving their access to and use of learning materials by providing classroom libraries to all rural primary schools. The project has also developed strong professional networks of teachers. READ has delivered its outputs and made good progress to achieving the outcome indicators in the Results Framework. All of the project development objective (PDO) indicators selected to measure achievement of the PDO have been achieved, and all but 4 of the very many intermediate results have been achieved. The READ surveys conducted over the life of the project showed that books and learning materials became increasingly accessible to students in READ classrooms and that students were using the books. The Public Disclosure Copy project has also upgraded teachers’ skills by introducing new pedagogical practices to help utilize the learning materials effectively and by promoting information sharing through professional networks, practices which have been mainstreamed into pre-service and in-service teacher training in Mongolia. In addition, all 2000 netbook computers were procured and delivered under the additional financing.
