As agreed during the mission in June 2014 and documented in the previous ISR, MOF got the project's annual work plan approved by the PSC and proceeded to implementation of the plan. Based on the Result-based M&E Framework developed to complement the Government's Resolution no. 322 on M&E of Government Administration Organizations, a consultancy TOR for a system design was developed following MOF's decision to develop an M&E system as opposed to purchasing an off-the-shelf software. Given MOF's decision to develop a system, the project went under restructuring to reallocate the required funds from the category of Goods to Consulting. IT Zone LLC was selected to develop the system and as of the current ISR date, the system development is well underway and in the phase for testing and improvement. As part of the assignment the system developer will train approximately 100 users who are charged with the responsibility for M&E of ODA projects (MOF is currently identifying the target training participants). A local IT consultant was also hired on the project in order to help monitor the status and quality of the system that is being developed. As for strengthening M&E capacity thus organizing training, a local company called IRIMongolia LLC was selected and contracted on January 30, 2015 to prepare an operational manual for M&E of ODA projects that is based on the above- mentioned result-based framework. As per the contract, IRIMongolia will then conduct training for government officials who are charged with the responsibility for M&E of ODA projects. MOF is putting its efforts into coordinating the MIS system training with the training by IRIMongolia LLC on using the methodology for M&E of ODA projects that will be fleshed out in the operational manual. As specified in the Grant Agreement under Part 3, a consultative workshop involving various stakeholers is still planned at the end of the project implementation for sharing among participants the key findings and lessons learnt from implementing the project. As per the most recent government restructuring, the responsibility for ODA policy and planning that had been shifted to the Ministry of Economic Development/MED was returned to MOF (in the initial stages of the project, inclarity on Government functions introduced by this shift of responsibility to MED caused a delay). Therefore, MOF's ownership for the system and the result-based M&E framework/methodology that are developed under the project is going to be highly relevant and appropriate.
