This would be achieved by investing in: (i) upgrading infrastructure services, (ii) restoring and preserving the existing cultural heritage assets, and (iii) promoting high value-added agriculture and countryside tourism. In terms of cost, 99% of contracts have been awarded; more than 60% of the construction works has been completed. Loan disbursement reaches US$44 million. The project benefits already have been evidenced by indicators in the results framework and witnessed during the mission. For example, the total number of beneficiaries reaches 136,677, already exceeds the target. 274km of rural roads was completed; more than 3300 mu (220 ha.) of agricultural bases for tea, vegetables, flowers and other economic forests were established; a number of rural tourist facilities like car parks, toilets, tourist centers and etc were built; new job creation reaches 3000; 15 ancient buildings over 10,000m2 area were conserved and several intangible cultures are restoring. As almost all contracts have been awarded, project costs are clearer and predicted IBRD loan use will reach US$73 million for the existing project activities or US$27 loan saving due to the initial overestimate of project costs as well as thanks to the effective project management for the competitive bidding. Municipal and local county/district governments wish to fully utilize the loan to reinforce the project impacts by adding some new activities in the existing project villages. The Bank team supported their proposal as to build this first Bank project of the integrated development in agriculture, rural infrastructure and rural tourism as a showcase for the similar project elsewhere. However, this is very challenging to the PMO/PIUs with only around 14 months of effective implementation period before loan closing to complete the investment of over US$50M. PMO is requested to continue to improve the project management and to coordinate municipal/county/district government to plan the counterpart funding for the activities potentially beyond the loan closing. With more works to be completed in the coming months, PMO/PIUs are also requested to prepare the plan for the acceptance of the works completed; to launch the training and TA studies for the asset management; and to prepare asset management plan by addressing funding, staffing and technical requirements for future operation and maintenance.
