This ISR also reports indicators based on the Project’s progress report (January- June 2019) provided by the client in August 15, 2019. 12/23/2019 Page 1 of 8 The World Bank Implementation Status & Results Report INTEGRATED SOCIAL PROTECTION AND PROMOTION PROJECT (P147213) The Project continued with the implementation of large activities, increasing project disbursements from 53% (US$39.9 million) to 62% (US$ 46.26 million) in the last five months (July to December). Since the last ISR, the Project has satisfactorily continued with the implementation of large-scale activities related to the interventions with the families under Component 1. Implementation progress by component is as follows. Component 1. Integrated Area-Based Social Protection and Pro-poor Service Delivery Sub-Component 1.1. Bridging CCT gaps. This Sub-Component incorporates beneficiaries to the Cash Transfer Program (Progresando con Solidaridad or PROSOLI, as abbreviated in Spanish) and to the subsidized health system (Servicio Nacional de Salud or SENASA, as abbreviated in Spanish) through an Independent Verification Agent Report (AVI as abbreviated in Spanish). AVI Report No.8, submitted to the Bank in December 2019, and covering up to the second semester of calendar year 2018, shows that the number of households incorporated to PROSOLI “Food is First Component” (or CEP as abbreviated in Spanish) is 116,167; and the total number of individuals incorporated in: (1) the PROSOLI “Incentive for School Attendance” (or ILAE as abbreviated in Spanish), (2) the PROSOLI “Incentive Progress by Studying” (or BEEP as abbreviated in Spanish), and (3) the National Health Care System (SENASA as abbreviated in Spanish) are 98,662; 31,597; and 105,861 accordingly. All these output-based indicators are expected to be met by the current closing date. Sub-Component 1.2. Housing improvements. The two large contracting processes were completed during the first semester of calendar year 2019 substituting dirt floors by cement for around 3,837 households. A third bidding process was awarded during this reporting period and as of November 2019, 4,937 (cumulative) beneficiary households’ dirt floors have been replaced. The end target of this component will be over-achieved by the current closing date of the Project, covering more than 9,000 households compared to the 7,500 original end-target and closing the gaps for ICV 1 households in the 14 targeted provinces. Sub-component 1.3. Productive Opportunities. This component has supported three rounds of competitive processes to contract training providers for PROSOLI youth beneficiaries (with an end-target of 30,000). The first one was launched for 250 courses. The second one was launched for 521 courses. Both of these phases were fully implemented by July 2019, graduating around 14,068 youth beneficiaries. During this reporting period, PROSOLI was able to start the 225 training courses (for around 4,500 youth beneficiaries) of the third competitive process, and to award 180 additional courses to PROSOLI training centers (for around 3,600 youth beneficiaries). Finally, a fourth competitive process was launched during this reporting period for 460 training courses (for around 8,600 youth beneficiaries) and is currently in the bidding evaluation phase. It is estimated that the intermediate indicator of percentage of participants from PROSOLI that finish vocational training will be fully achieved by the current closing date. This implies covering around 18,000 beneficiaries, or 60% of the end-target of 30,000 youth targeted for this component. In addition, beneficiary follow-up surveys show that a bit more than 35% of the beneficiaries were inserted in productive activities after they completed the trainings. Component 2 on strengthening the PROSOLI CCT Program and Support to Targeted Households and Component 3 on enhancing equity and result-orientation are under implementation and as planned in general. These activities are related to: PROSOLI territorial trainings, users’ orientation (Puntos Solidarios) and feedback mechanisms (Reportes Comunitarios), MIS and inter-connectivity of systems for improved service provision, and strengthening the Social Cabinet in terms of results-oriented planning and evidence-based policy making and reforms. The Project also financed the SIUBEN’s Third Socioeconomic Study which will be disseminated in January 2020. This study collects data on socio-economic conditions of households that are eligible for social programs. The study updates the Life Quality Index used for targeting purposes. The baselines for the impact evaluation of the Project are under collection. The impact evaluation for the Project’s interventions will be completed in 2020.
