Implementation of Project Component 1 (SNCC recovery plan) is well underway. Funds from the original grant for this component are nearly fully disbursed, and commitments Page 1 of 8 The World Bank Report No: ISR15694 under the additional financing are progressing well. All phases of SNCC social plan have successfully been implemented benefiting about 4,300 eligible retirees. Locomotive leased by SNCC under the project have provided necessary transport capacity to SNCC, and 18 new locomotives are expected to be delivered by May 2015. Track rehabilitation works have commenced and will cover about 780 kilometers of SNCC’s network over a period of three years. Rehabilitation of SNCC’s rolling stock is slowly starting. While it will take time for these investments to have a decisive impact on SNCC’s transport capacity, SNCC still faces a huge challenge to reduce its operating costs and streamline its operations, which is a Public Disclosure Copy necessary condition to attract traffic and regain confidence of potential customers. Indeed, SNCC’s operational and financial performance remains very precarious. 2. Progress with implementation of Project Component 2 (for strengthening operational performance of SCTP, RVA, CVM, and RVF, and improving transport sector governance) has improved. Many of the numerous studies under this component are well underway. Governance plans have also been adopted for the transport sector enterprises and specifically for each of the project entities. The Government needs to take a decision on its specific strategy for reorganizing SCTP around public-private partnerships. The Government also needs to strengthen and improve the governance of AAC, including the re-certification of airlines operating in DRC. 3. Activities with Project Component 3 have so far been focused on the implementation of studies and technical assistance under two trust funds financed by the Trade Facilitation Facility. Additionally, reconstruction of the Beach Ngobila ferry passenger terminal in Kinshasa is about to start.
