This ISR update is based on the outcome of the supervision mission conducted in Sana’a from April 4 - 11, 2013, and updates on progress with key next-steps agreed upon. Since the previous ISR of January 2013, the project has experienced further start-up delays due in large part to changes in personnel in the new unit coordinating the implementation of the grant and which is the Project Support Unit (PSU) of the Rainfed Agriculture and Livestock Project (RALP) at the Ministry of Agriculture (MAI). As a result, implementation remains at an incipient stage, and progress to-date has been limited (data collection, preparatory consultations with beneficiaries, and preparation of TORs for key consultancies, etc.) Public Disclosure Copy 2. With new recruitments already completed or underway since April 2013, the MAI/PSU is confident that the pace of implementation will increase significantly in the coming months and should allow to make up for most of the delays accumulated. The PSU has indicated that it is also looking at lessons learned from other similar experiences with biogas digesters in Yemen for eventual adjustments to its implementation approach and investment plan for this project as may be needed. The process of amending the Grant agreement to formalize the new implementation arrangement through the MAI/PSU is well underway (see level two restructuring package attached). The final approval of this amendment by the Yemeni Government is expected before the end of July 2013. Nevertheless, completing this amendment process is not preventing nor hindering the MAI-PSU from moving forward with project implementation.
