Consultant firms have been hired by both states to undertake the detailed assessment Page 1 of 4 The World Bank Report No: ISR5161 and remedial design of the three pilot sites and multiple rounds of consultations have been held with various official stakeholders, including land owning authorities, to inform them about the project activities and timelines and to obtain their commitment during the current and post-remediation scenarios. Given the complexity of some of the sites, the Project Implementation Units in both states are in process of is hiring social and communication experts to manage consultations with the local stakeholders on the ground. Andhra Pradesh is taking a novel approach of disclosing the proceedings of the stakeholder consultations on their website for wider dissemination and feedback. Both states are also embarking on Public Disclosure Copy multiple technical studies on sector-specific industrial pollution, identification and inventorization of hazardous waste sites and business strategies related to the Environmental Compliance Assistance Centers. The project is also working on the creation of an information window, to enable the public and users of resources to have access to project information along with functioning Grievance Redressal and complaint handling mechanisms. The past delay in commencement of the three base studies for the development of the national policy for remediation is a critical issue as it will have direct impact on the achievement of the Project Development Objectives. The Grant Agreement for the IDF funded grant for the Design of Market Based Emissions Trading Scheme to Improve Air Quality has recently been signed. The international consultants have also been contracted and the draft design is expected to be completed by December 2012. A launch workshop has been planned with the 3 participating states: Gujarat, Tamil Nadu and Maharashtra in early 2012.
