Since the MTR, several proactive steps have been taken by the HEC to address delays in Project implementation. First, the Government of Pakistan requested restructuring of the Project to scale it down in order to focus implementation on achievable results with a view to meeting the HEC’s medium term goals in the sector. (The Bank approved the Project Page 1 of 6 The World Bank Report No: ISR11343 restructuring, but it is yet to be signed by EAD to become effective). Second, the HEC launched the preparation of Third Party Validations (TPVs), which were required to verify the achievement of a number of DLIs. Third, the HEC is in the process of recruiting several key staff for the TESP Secretariat to coordinate both implementation and monitoring of the TESP. Public Disclosure Copy For this ISR, the Government's progress report is not available to report on the achievement of key results. Complete data on the progress of the Project Development Objective (PDO) indicators are expected to be available in early February 2014 upon the submission of an Implementation Progress Report (IPR) by the HEC. The Third Party Validations (TPVs) associated with several of the PDO indicators are currently ongoing or under review. Until complete data are available, progress towards achievement of the PDO will be maintained at Moderately Unsatisfactory. Similarly, Implementation Progress will continue to be rated as Unsatisfactory until the Project restructuring becomes effective (following the signing of the Amendment by EAD); and HEC (i) submits the Implementation Progress Report to provide data on the achievement of key results as summarized in the Results Framework; (ii) address key implementation issues identified in the MTR; including weak implementation capacity through the recruitment of qualified project staff (including a Project Coordinator, who resigned in July 2013); and (iii) improves disbursement by providing satisfactory evidence (including TPVs) required to verify the achievement of DLIs. The Restructuring includes the cancellation of an amount totaling SDR 49.9 million (US$77.82 million equivalent), and the revision of selected DLI targets. The restructuring does not include any revisions in the PDO of the Project as the Project will continue to support the implementation of the Medium Term Development Framework for Higher Education 2011-15 (MTDF-HE II).
