Since the start of the Project in March 2011, all 5 Area Teams have been hired and started their activities in the field. A total of 42 Irrigation Associations have been established so far. Technical surveys have been completed for 16 (out of a total : of 175) irrigation schemes. A total of 3 irrigation demonstration plots (IDS) designs have also been completed. The MOU between MAIL and the Lahore-based Water Management Training Institute (WMTI) regarding training of all project staff was signed by the Minister of MAIL on August 30 2011. The first batch of 23 project staff and two civil servants from the Irrigation Directorate has undergone 45-day training at the Water Management Training Institute (WMTI) in Lahore, Pakistan - and the second batch started its courses on December 8,2011. In order to bridge the time between the conclusion of the supervision mission and the time the ICST will start work, an international on-farm water management specialist has been appointed for 3 months starting November 2011. 3. In order to relieve some of the project management deficiencies, the Project has appointed an international Sr. Operations Adviser for an initial period of 3 months starting November 2011. O 4. In view of the generally weak quality of the TERs submitted for NOL for the hiring of project staff, the project team will assign a dedicated staff member (Procurement Officer) to 3 work on future TERs with immediate effect. Moreover and in order to improve the link between project procurement staff and MAIL's Central Procurement Department, a fourth U) Procurement Officer will be added to the procurement team who will be stationed at the Central Procurement Department. 0 -6 5. The hiring of NGOs (IPs) for the development of Irrigation Associations and community mobilization is still on-going. The project has identified qualified NGOs for all five project regions on a single source basis based on their previous performance in the National Solidarity Program (NSP). All NGOs have submitted their proposals which are currently being evaluated by the Project. Contracts with all four NGOs (one will cover 2 project areas) should be signed by January 15, 2012 - but by January 19 were still being negotiated. 6. Shortlisting of M&E firm EOls has been finalized and draft RFP will be sent to the Bank for NOL no later than December 23, 2011 - with RFPs issues no later than December 31,2011. 7. The Project Director (PD) will evaluate staff performance on a quarterly basis - at the discretion of the PD these performance evaluations may be presented to the Bank as justifications for salary increment requests. 8. The recruitment of the International Procurement Specialist will be finalized by December 31, 2011. However, as of Jan 19 2012 the process is still ongoing. Recruitment of the International FM Specialist must be finalized by February 28, 2011. 9. The Project will appoint one of the two social mobilizers as Environment and Social Safeguards Focal Point in each Area Team, and prepare monthly/quarterly safeguard progress report according to the format provided in the ESMF.
