The project became effective on March 24, 2014 and was officially launched on April 30, 2014. The project has two main components: i) Building Leadership and Strategic Capacity to Conduct Reform; and ii) Strengthening Civil Society’s Capacity to Engage with Government. The third component supports Monitoring, Evaluation, Risk Analysis and Implementation. 2/25/2016 Page 1 of 7 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Guinea-SPF-Public Sector Goverannce and Accountability Project (P149067) The project took 8 months to be effective due to delays in meeting three effectiveness conditions: (i) adoption of the operational manual, (ii) recruitment of an operations officer and (iii) signing of the subsidiary agreement between the recipient and the implementing agency. This delay has a negative impact on shortening the implementation period from 3 years to 2 years and 4 months. Despite delayed effectiveness and tremendous difficulties in project implementation under the Ebola crisis, the recipient has been making significant efforts for project implementation and the project has been making some steady progress. The current disbursment rate stands at 43%. Although there have been delays in effectiveness which impacted implementation, significant progress have been made in 2014-2015. Operational constraints in the context of Ebola Virus Disease (EVD) led to significant delays in procurement process and pursuing any field missions as initially scheduled. Any activities that were designed to involve international firms and consultants could not take place between August 2014 and December 2015 due to significant delays in procurement process and/or several declines of contract offers to the selected firms/consultants. Furthermore, support to the Parliament was also delayed as main opposition parties vacated their seats in Parliament which refrained implementation of related activities mostly involving trainings to parliamentarians to strengthen their knowledge on public financial and fiscal management. The status of the implementation is as follows: Component 1: Building Leadership and Strategic Capacity to Conduct Reform (i) Build the capacity of the High Commission to State Reform and Modernization of the Public Sector (HCREMA) to provide guidance and leadership for public administration reforms (sub-component 1.1); (ii) Strengthen capacity of key leaders and forming Senior Executive Services (SES) for leading critical reforms to improve core functions in public administration and the knowledge on Public Finance and Public Administration of senior representatives from Legislative and Executive with a view to enhance their ability to guide and monitor the reform process (sub- component 1.2). This component has experienced significant delays due to a challenge in contracting the leadership program and a withdrawal of the opposition party from the Parliament. however, the contract for the leadership training cabinet contract has been signed in December 2015 and the Canadian National Administration School (ENAP) that awarded the contract has just began its implementation and submitted the Inception Report to the beneficiaries in January 2016. ENAP is planned to start the leadership and management training program in February 2016. Another program to strengthen communication on public adminsitration and public financial reforms by the ministries of finance and civil service is underway. An international consultant to assess the current institutional framework on communication in the two ministries and capacities of staff has been selected and will begin the diagnostic work in February 2016. Following a diagnosis, the capacity building program as well as necessary equipment are planned to be provided. Training of the parlimentarians have been initially delayed by the Ebola outbreak as it has been difficult to contract consultants for field mission and are now postponed until after the presidential elections held on October 11, 2015. Component 2: Strengthening Civil Society’s Capacity to Engage with Government (iii) Conduct a public awareness and opinion survey to give voices to the CSOs (including community based organizations, trade unions and media) and the population; (iv) Establish the consultation platform between the government and CSOs to discuss key reform agendas selected by the government and monitoring the implementation of reform plans; (v) Increasing their capacity to engage in and monitor the ongoing public sector reform and communicate it in public. This component is being implemented by Search for Common Ground and is progressing well. The opinion survey has been fully completed showing that among the interviewed population, only 20% where aware of State reforms. The platform between the GoG and CSOs have been established, two meetings have already been organized on budget issues. Training of the media and CSOs professionals in M&E has also been completed. Component 3: Monitoring, Evaluation, Risk Analysis and Support to Implementation The Impact Evaluation on civil service reform with a focus on improved human resources management has been designed. A field mission was conducted in May and a national workshop was organized on June 3-4, 2015 to present the methodology and the objectives of the IE. Following a biometric census to identify irregular human resources and payroll cases in the human resources management (HRM) system, as major problems in the HRM in Guinea that had negative impacts on fiscal situation and performance of the admisnitration, the key issue for the adminsitration is how to prevent any further irregular cases and keep the HR record with integrity, and use the improved records as a tool for strategic HR deployment to improve performance of public service. The impact evaluation intends to test several options for identifying irregular HR cases, as well as hiring new HR staff through competitive process who are expected to improve HRM. Given the moderately satisfactory implementation results over the last year despite the EVD-related challenges and political context, it is strongly recommended to the management as well as the SPF committee that the grant's closing date be extended to March 31, 2017, for another 12 months to allow for completion of remaining project activities, for meeting the project development objective, and ascertaining development impacts on beneficiaries. A request to this effect was received from the Governement on September 15, 2015 and the PCU a restructuring paper is under preparation.
