In addition to the National Project Inception Workshop held on January 26, 2018, provincial kick-off workshops were also held from April 16 to 20, 2018 in the 5 provinces covered by the Project. The main tasks of the PCU was to prepare the AWBP and the procurement plan for 2018. They have been prepared and submitted to the Bank and are under implementation. Activities for the last 6 months of the project have mainly focused on the emergency measures to be taken following the outbreak of the Small Ruminants Plague/Peste des Petits Ruminants (PPR), which has killed more than 8,500 goats since December 2017. The outbreak affected the livelihoods of farmers in at least five provinces. To swiftly respond to the outbreak, the World Bank at the request of the government of Burundi activated on March 2, 2018, the emergency response mechanism through the Contingency Emergency Response Component (CERC) component of the project. In close coordination with the UN Food and Agriculture Organization (FAO) and the World Organization for Animal Health (OIE), the World Bank quickly deploying rapid technical and financial resources to support the government of Burundi. IFAD and Africa Union intervened by providing Project resources amounting to $2.8 million CERC were approved to fund vaccines, communications and the restoration of livelihoods, as well as the preparation of longer term interventions to support Veterinary Services and prevent such epidemics from re-occurring. As of May 31, 2018, a total number of 3,058,150 goats and sheep were vaccinated. The next steps are to proceed with post vaccination sero-monitoring campaign to verify the adequate level of immunity of the animals and to provide scientific grounds to make decisions including to allow the lifting of movement restrictions of animals and the possibility to start rehabilitating the affected families who have lost one or more ruminants due to the disease. An international expert has been recruited by the project and will work with CIRAD, an international reference center for PPR to provide technical support and ensure that all procedures and decisions are scientifically based. In addition to attending to the emergency situation, other activities under the different components were being implemented as well. Under Component 1 for improving the productivity and production of smallholder farmers, memorandum of understanding with key implementing agencies (IITA, ILRI, IRRI, etc.) are being negotiated. Cartographic missions and rapid organizational diagnosis of POs in the 5 targeted provinces were conducted for all 3 sectors (rice, maize, milk). In collaboration with IITA and ISABU, tests to assess the ecological and socio-economic impact of the armyworm have been installed and awareness-raising activities of producers on control methods have been conducted. Activities under this component also include the identification of (i) rice plains / marsh sites in the target areas totaling 3,146 ha and which will be the subject of technical, environmental / social and environmental studies. Bidding documents, including 2100 ha for Cibitoke, 738 ha for Nyanza-Lac and 308 ha for Rumonge; (ii) watersheds to be developed; (v) access roads connecting marshes / plains to markets are also being prepared. Given the cost escalation, the real cost of these infrastructures may be higher than the estimated cost. The recent mission done in April therefore recommended to the team: (i) to refine the selection of sites in view of a projected reduction in development costs by identifying, if necessary, appropriate complementary sites in the provinces of Bujumbura-Rural and Bubanza, to provide a total area of 3500 ha in detailed study design and environmental studies and 3000 ha in pre-feasibility studies and bidding documents; (ii) link the definitive identification of watersheds and access tracks to the plains and marshes to be prioritized, while making separate calls for tenders for the conduct of studies; and (iii) launch the first studies by June 30, 2018. Under Component 2 for the support of investment in the agri-food sector and market linkages, memoranda of understanding are being finalized with partner executing agencies to propose policy reforms, strategies and regulatory framework that will facilitate market linkages. Under Component 3, on institutional integration, knowledge acquisition and dissemination of information at the regional level A joint Burundi-DRC regional planning workshop was scheduled for February, but was postponed. One of the legal covenant under this component was the appointment of a government representative to the regional facilitation mechanism to ensure policy coordination and implementation between the Republic of Burundi and the Democratic Republic of Congo no later than 3 months after the effectiveness date. This covenant has not yet been fulfilled.
