To date, US$2.19 million (22% of the loan) has been disbursed, including the resources spent from the Project Preparation Advance (PPA) that became effective in 2012. Component 4 of the Project is being implemented with a second round of the ABSTEP Temporary Employment Program (TEP) underway. A total of 34 beneficiaries completed TEP subprojects and life skills training during Round 1, which was completed in July 2015. Furthermore, the first round of the ABSTEP Training Program (TP) is scheduled to be launched in early 2016. Implementation for other components, however, has been stagnant following the elections and appointment of the new Government in June 2014. The Government communicated its intent to restructure the Project in November 2014, and a formal request was received by the Bank on June 30th, 2015. The World Bank (WB) conducted an implementation support mission in October 2015, during which the WB and the Government reached an agreement on the amount and component composition of the project. Nevertheless, the WB is awaiting confirmation from the Government. on the nomination of a focal point for the whole project, as well as on staffing of the Project Management Unit (PMU) and scope of work for the remainder of the lifetime of the project. Once that is agreed, the WB team will proceed with restructuring.
