This would be evidenced by: (i) increased livestock productivity as measured by milk productivity and increase in daily animal weight gain; (ii) increased efficiency of communal pasture management, as measured by increased communal budgetary revenues from lease of pastures; (iii) increased farm sales from livestock; and (iv) increased Pasture Management Effectiveness. Has the Project Development Objective been changed since Board Approval of the Project? Yes No Component(s) Component Name Component Cost Community Pasture/Livestock Management System 15.36 Strengthening Support Services 2.48 Competitive Grant Program 2.05 Public Disclosure Copy Project Management and Monitoring and Evaluation 1.45 Overall Ratings Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Satisfactory Overall Implementation Progress (IP) Satisfactory Satisfactory Overall Risk Rating Moderate Implementation Status Overview This is an MTR ISR. The last implementation support mission took place in November 2013. After about three years since effectiveness, the Project has made good progress in Page 1 of 7 The World Bank Report No: ISR16146 implementation of all three components. Most of the PDO indicators are in line with the implementation stage and in some cases even exceeded the end-project target. For example as a result of project interventions, milk productivity both for cattle and sheep have increased by 15% and 13% respectively as compared with the mid-term targets of 7% and 5% and end project targets of 20% and 10% (from 1,428 kg/year to 1,643 kg/year for cattle and from 66 kg/year to 74.6 kg/year for sheep). Similarly, the growth rates of animals for cattle and sheep have increased by 12% and 3% respectively against the mid-term targets of 7% and 5% and end project targets of 20% and 5%. Efficiency of communal pasture management Public Disclosure Copy as measured by increased communal budgetary revenues from lease of pastures has increased by 55% compared with the mid-term target of 15% and the end-target of 30%. Sales from livestock have increased by 48% vs. planned mid-term of 10% and end-project 20%. Pasture management effectiveness score is 54 while the mid-term target is 25 and end- project target is 60. The number of clients who have adopted an improved agricultural technology promoted by the Project reached 624, including 181 females as compared with the end project targets of 774 and 220 respectively. Annex 1 presents these results in a table format. Thus the overall progress towards achieving the development objective and the implementation performance at the mid-term review stage has been graded satisfactory (S). With respect to the protective and natural resources rehabilitation measures to be funded under the GEF, although some progress has now been made, the mission has urged the PIU to accelerate the implementation of activities identified by a Consultant hired to identify needed measures.
