The IDF Grant aims to strengthen IHRC and GOH capacity to (i) develop, organize, carry out, and communicate its NRHR framework and work plan, (ii) produce a number of reconstruction guidelines and notes to operationalize the NRHR Framework and guide and articulate the reconstruction process and (iii) put in place a simple monitoring system to record and follow the activities of the multitude of donors in the sector and evaluate their contribution toward the Framework's goals. The project was to be implemented by the Interim Haiti Recovery Commission (IHRC) and through detailed terms of reference for the proposed activities that were approved by the Bank. However The Inter-ministerial Housing Commission was dismantled on October 24, 2011 and a new Housing and Public Building Construction Unit (Housing and Public Building Construction Unit -UCLBP), located within the Prime Minister’s Office, was created on November 24, 2011, taking over the housing reconstruction policy and management responsibilities previously carried out by IHRC. Public Disclosure Copy The project was restructured on April 20, 2012 to reflect the institutional change governing the housing sector and the new beneficiary of the Grant (Housing and Public Building Construction Unit -UCLBP). The new Project development objective of the Haiti Housing and Community Reconstruction Support Grant is to build capacity in the Housing and Public Building Construction Unit (UCLBP) a new unit within the Haitian Prime Minister’s Office to (1) coordinate, plan and monitor the reconstruction process, (2) define housing reconstruction policy; and (3) develop and disseminate norms, standards, and directives to harmonize and guide current and future reconstruction actions. These actions will facilitate the coordination with both public and private actors involved in reconstruction, and will ensure a better-planned and organized approach to both the rehabilitation and reconstruction of existing neighborhoods and the construction of new settlements. The project has so far disbursed about 20% of the funds. The UCLBP has re-started the activities and recruited the first consultant for multi-family housing in January, and is completing an action plan for the next activities which includes the design and publication of various guidelines and training activities on housing and land use planning with several key stakeholders such as the CIAT and the Ministry of Public Works.
