The project is currently reaching to more than 895,000 households working with a total of 75,750 Self Help Groups (SHGs) of which 29,280 SHGs were exclusively formed during the project period which focused on the inclusion of left out poor and the extremely poor and vulnerable households. 1005 Gram Panchayat Level Federations (GPLFs) has received the first tranche of Community Investment Fund (CIF) and 991 of these GPLFs received second tranche. The average loan from CIF fund to SHGs has been INR 42,283 and the total amount of PPIF and CIF combined amounting Page 1 of 9 The World Bank Report No: ISR16022 to 215.51 crore has been able to mobilize 127 crore of community savings, 131 crore of bank credit and approximately 180 crore of CIF. A sample analysis indicates that the velocity of fund rotation at the GPLF level is at 127% with 26% idle fund situation at GPLF level. The project has been able to up-scale the improved agricultural practices to around 74,000 households in 43,270 acres of land. These producers were mobilized into 1102 Producers Groups (PGs). Likewise, the project has also scaled up the seed production program with 3720 producers in 2735 acres of land. The project has also initiated homestead kitchen garden with plans to reach 50,000 households. 84 livelihoods non –farm clusters have also Public Disclosure Copy been identified, funded and supported through a partnership with ORMAS (Orissa Rural Marketing and Advancement Society). The project has also initiated layer poultry with 1400 households and has planned to reach out to another 600 within next 2 months. Moreover the activity rigor in the livelihood component is also quite low. The overall disbursement of the project is around 67% of the total credit. Some of the key outcomes that are tracked since project implementation are: - Inclusion of the poorest and poor women and disadvantaged sections of the community (disabled, widows, destitute and other vulnerable) is the key guiding principle of the project. With the projects initiatives the overall inclusion till date has increased from 43.96% (Baseline) to 78 %. - Strategies on inclusion of poor in governance and leadership of community institutions have increased significantly, around 90% of the GPLFs have poor and vulnerable households in management positions; - Total of 16,448 SHG’s has resulted in a linkage of around US$22million (INR 131 Crores). The per SHG average bank linkages in project blocks has substantially increased to Rs. 80,000 which is more than the State average of Rs. 60, 000. 95% of the SHG’s have operational savings bank account. - All project information, details of funds and benefits is available to the stakeholders. (Transparency board installed in all restructured GPLFs). Pro-Active disclosures board available and are in use in 90% of the GPLFs. However, the new strategies and activities as per the extension proposal of the project has been slow to take off, the major reasons being the departure of the Project Director on deputation to another State and the National and State elections. This has been coupled up with absence of a dedicated full time PD post departure which has led to decision delays leading to relatively low disbursement of fund against plans.
