Upgrading of Critical Road Infrastructure 1. Implementation progress: At least 10 months has elapsed since commencement of all the five road related contracts and there are delays in the progress of works especially for the construction of Kainuk bridge; upgrading of Lodwar – Loichangamatak and Kalobeyei river – Nadapal/Nakodok road sections. Mobilization of equipment is not complete in all the five contracts. 2. These include: (i) delays in transportation of material across Kainuk bridge as a result of frequent restriction on the gross weights of vehicles that can pass through, (ii) frequent unrest by the local workers and (v) difficulty in obtaining water for construction among others. Some of the boreholes have very little output and while in others the water is not suitable for construction. 4. Reconstruction of Lokichar – Loichangamatak road section (40km). The selection process of the design review and supervision consultancy has begun, expression of interest received and currently under evaluation. The Bank has reviewed and provided comments on the associated bidding documents which KeNHA is finalizing. 5. Consultancy services on Social Needs Assessment: The study involves identification of the most suitable social infrastructure based on the needs of the community. The selection of a consultant is at an advanced stage. 6. About 206km of the Eldoret-Nadapal road corridor (Lesseru-Kitale, 56km and Morpus-Lokichar, 150km) remains unfunded. GoK continues reaching out to potential financiers and in the meantime, GoK has undertaken emergency repairs using its own funds on 206 km stretch (i.e. Lesseru-Kitale, 66km and Morpus-Lokichar, 146km) which is now motorable while KfW has signed a financing agreement to provide funds for the construction for a 66km stretch from Kitale to Morpus. Component 2. Facilitation of Regional Transport, Trade and Development 1. Strengthening of the Cross-Border Management Unit. KRA is working on a proposal on areas which the recently established Unit requires strengthening. The proposal will be submitted to the Bank for review and further guidance by July 30, 2018. 2. Feasibility study and detailed design for establishing an OSBP at Kenya – South Sudan Border: The Project Implementation Team (PIT) undertook a reconnaissance survey of the Nadapal/ Nakodok border area in early June 2018 and the findings of the visit is guiding the KRA team in drawing up the ToR. Component 3. Institutional Development and Program Management 1. Data Security for the Transport Integrated Management System (TIMS): Bids have been invited with a submission deadline of June 28, 2018. This activity will provide data security to the TIMS. 2. Project Performance monitoring and impact evaluation: The Bank noted with concern the delay in recruitment of a consultant to undertake monitoring and evaluation on the project given the fact that almost one (1) year has elapsed since commencement of most activities. Component 4. Enhancing Internet Connectivity 1. Preparation of concept design of the fiber optic cable (615km) and preparation of bidding document for the works contract. The preliminary design has been completed and associated bidding documents prepared and submitted to the Bank for review. The Bank has provided comments. 2. Rehabilitation of existing fiber optic cable (NOFBI 1 FON) from Lesseru to Lokichioggo. This contract is subject to post review by the Bank. The contract has been awarded. All the four road contracts have been awarded as well as a major bridge at Kainuk, and repair works on a 206km stretch of the Eldoret-Nadapal through GoK funding has been completed which has improved road conditions and reduced travel time considerably. Meanwhile, the rehabilitation works on the existing fiber optic cable from Eldoret to Nadapal has commenced which will improve the provision of internet services in the project area.
