The project has achieved a number of expected outcomes and most PDO indicators have exceeded Year 3 targets. To note in particular, the cumulative lifetime energy savings have reached 10 mtce and the associated GHG emission reductions approximately 24.6 mCO2e which are close to the project end targets. However, many indicators are achieved through co-financing activities. GEF funded activities are still behind schedule and it was agreed that each PMO will accelerate implementation progress with agreed disbursement targets. Page 1 of 7 The World Bank Report No: ISR16944 Disbursements: The disbursement rate is 25.3% for overall project with uneven progress among the three PMOs. JX and SD PMOs are more advanced in implementing the procurement plan compared to SX PMO. In order to complete the project on time, the following disbursement targets were agreed with each PMO: 30% by December 31 2014, 50% by June 30, 2015, 75% by December 31, 2015, and 90% by June 30, 2016 with four months disbursement grace period to achieve 100% disbursement. Public Disclosure Copy Project Impact: The project has already generated significant impacts on strengthening provincial implementation capacity of energy efficiency programs, introducing new policies, standards and decrees, and piloting market-based mechanisms. For example, in Jiangxi, the energy efficiency pricing and fiscal policy studies have supported issuance of a few energy pricing, taxation, and fiscal policies. The study on energy efficiency supervision guidance book has accelerated the issuance of Nanchang Industrial Energy Efficiency Supervision Decree, which has been approved by Jiangxi People’s Congress and will be effective on December 1st, 2014. In Shandong, a series of technical assistance activities to develop energy management system (EMS) has supported Shandong as the leader in the area with more than 842 enterprises adopted EMS. The project also supported methodology and policy development of energy savings trading which leads to a pilot and a total trading transaction of 20,000 tce of energy savings. In Shanxi, key recommendations from a coal pricing study have been adopted in Shanxi Resources Utilization Reform Implementation Plan. The energy statistics training materials developed under the project were well commented by the National Bureau of Statistics and are planned to be promoted at the national level. A separate brief note that summarizes the key outputs and impacts is being prepared and will be shared among provinces and interested parties.
