Construction works have been completed on all sections , including 117 kilometers of Class I roads, 127 kilometers of Class II roads, and 63 kilometers of Class III roads. A Road Management System has been developed under the Project including all key elements: software, hardware, data, and, trained Bulgarian experts in the Road Institute and in RIA’s headquarters. The Road management and data systems are used to develop budget-constrained programs for maintenance and rehabilitation of roads for the entire national road network using up-to-date data, to evaluate Page 1 of 6 The World Bank Report No: ISR10683 efficiency and effectiveness of road programs, and transparently monitor the condition of road infrastructure. Pilot performance-based maintenance contracts were also prepared and are now in use for some motorways' sections. With the project restructuring the Institutional building component was expanded with new activities to help the government increase EU funds absorption. In this respect, a highway adviser was hired to provide specific and ad-hoc support to RIA and MRDPW. A Road Safety Management Capacity Review has been conducted and a Road Safety Improvement Action Plan developed. RIA has selected consultants to design solutions to improve traffic safety at 25 “black spots�. The detailed Public Disclosure Copy designs for 10 black spots have been completed and the interventions are expected to be executed by the end of the year. In addition, the Project provided extensive training to Bulgarian experts on road safety.
