The project development objective of this phase of the APL is to improve access of the population toall-season roads through maintenance,rehabilitation and upgrading of the classified road network. The indicators to assess theachievement of the PDO are (i) the percentage of classified roads in good and fair condition, and (ii) the percentage of the ruralpopulation within 2 km of an all-season road. Intermediate outcomes have been defined as follows: (a) improved road sectormanagement capacity; (b) enhanced execution of the road maintenance program; and (c) timely and cost-effective implementation ofthe IDA financed rehabilitation and upgradingof sectionsof the National Road N1. The Government has submitted action plans for monitoring and accelerating civil works and improving safeguards reporting and made significant progress through implementing these. Activities under the second and third additional financings have made rapid progress towards completion and RBMMPII is on track to complete civil works in advance of closing. The government has significantly increased its supervision of the works and improved reporting. The sector has made major progress towards mitigating the impact of Tribunal Administrativo on operations; TA no longer has a significant impact on implementation. The sector has also integrated additional contract processing requirements without incurring additional delay. PPCR civil works and Phase 2 Emergency Works are rapidly progressing, with satisfactory results, under stepped-up government supervision. (The Government has added a third inspector to the team.) The Government must continue to monitor the Phase 2 Works lot 4 to ensure resolution of pavement heaving and timely completion of works on the lot, but the project civil works are otherwise on track for timely completion with satisfactory quality results. The Phase 2 contractors and monitoring consultant also can make further progress implementing the performance-based methodology. Contractors have been instructed to take steps to improve the safety of transitions between paved and gravel road surfaces.
