Preliminary Impact of the rehabilitation of 425 km under the first phase: Due to the good physical condition of the roads, the percentage of agricultural products transported from the village markets ( isolated before the rehabilitation) to the primary markets have increased from 30% to 43%. About 131 basics services ( schools and health centers) are now accessible by the community. The travel time on the rehabilitated roads have decreased by 50%. 7/12/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Mali - Rural Mobility and Connectivity Project (P160505) The Preparatory studies for an eventual additional financing to scale up the project into the center of the counter will be published by the end of the month. The community based routine maintenance mechanism is being established. The PIU needs to make sure that at least 20% of women are recruited in the maintenance group. Road Safety. The road safety risk level is higher when the rural roads become passable. To address this, the project under the leadership of the lead road safety agency, have financed the awareness campaign on road safety in schools along the rural roads of the first phase, the training of truck drivers who use the road to go the market, the acquisition of three-wheeler ambulance to improve post-crash response and the acquisition of reflectors to the installed on intermediate means of transport for light visibility. 10 agents of the lead road agency and other technical services have been trained in road safety inspection and audit to promote safer roads. Safer Rural Roads. The risk of road crashes, injuries and fatalities becomes higher once a road is improved because of higher speeds and more traffic. The mission has recommended to ensure that the physical road safety features are included in the civil works and also are adequately installed specially at the entrance of culverts and bridges. Gender Based Violence: The social development team ran the GBV risk assessment tool. The risk level is moderate because of the following project context: (i) the majority of the workers are hired in the community expect the supervisors, (ii) the civil works are located in areas easy to supervise, (iii) No military or paid security forces are using in the project and (iv) the project is not located in a humanitarian area. The mission noted that the project already has preventive measures to against gender-based violence. These measures have been (i) contractor to adopt a code of conduct (translated into national languages) prohibiting all forms of GBV/SEA and have all workers sign the code of code, (ii) mandatory and repeated training of the workers about unaccepted conduct toward local community, (iii) the contract of the supervision engineer include explicit obligation to supervise and report on GBV and (iv) operational GRM. However, the project does not have an accountability and response measure including referrals to services needed by the survivors. The bank team will work with the coordination unit to put in place an accountability and response measure to GBV before the end of July 2019..
