Concerning Component 1, the following can be highlighted: The status of the entrepreneur in Chad, one of the OHADA reforms, is under way with the hiring of a consultant in October 2018 to develop a legal text defining the status and package of incentives. Component 1: Improving the business environment 12/31/2018 Page 1 of 6 The World Bank Implementation Status & Results Report Chad Value Chain Support Project (P133021)  a total of 266 new companies were created and registered at the one stop shop during the third quarter of 2018. This brings to 6,383 the total of newly created companies benefiting from the simplified procedures introduced because of the business start-up reforms, which is 106% of the target (6,000) at the end of the Project;  10 giant posters on business start-up procedures and costs were created as part of the communication plan, which are being installed.  the time to start a business is reduced from 62 days to 58 days  The contribution of the private sector through the matching grant increased with a completion rate of 99.14% of the revised target. Component 2: Support for Meat and Milk Value Chains  324 active workers (butcher shops, veterinarians, cooperatives and other organizations) trained to improve their performance and the quality of their products, including 102 women  33 SMEs in the meat value chain and the milk subsector supported through the matching grant program. The end target result is achieved for this indicator.  By sector: 51% of beneficiary SMEs operate in the meat sector; 39% in the milk sector; and 10% in veterinary clinics. Other results achieved are:  more than 17,000 cattle vaccinated against telluric diseases in the Project area;  72 cows inseminated to improve milk production in the project intervention area as part of the support to producers;  98 inseminated cows, including 54 pregnant under the matching grant program; In terms of impacts, progress is as follows: 1. the contribution of the private sector to the matching grant increased from XOF 99,583,950 in June, 30, 2018, to XOF 123,926,894 as of November 30, 218. The achievement rate of this indicator increased from 96.46% in June 30, 2018 to 99% as of November 30, 2018. 2. The level of milk production increased from 2 to 4 liters of milk per cow per day in the three (03) production areas, through the training of producers, the distribution of complementary foods to cows in welding period, and health monitoring; 3. 195 direct beneficiaries including 92 women were registered from July to November 30, 2018. This gives a total of 558 direct beneficiaries including 150 women. Compared with the results framework, the implementation rate increased from 104% as at June 30, 2018 to 159% as of November 30, 2018, of the revised target of 350 at the end of the Project.
