Currently, 151,243 households are enrolled in and are being paid by the Program in 69 districts. There has been a commensurate increase in financing to the Program. By the end of The FY 2011/12 budget for the Program was K.sh. 3.36 billion (approximately US$40.5 million), while that for FY2012/13 is K.sh. 4.38 billion (approximately US$52.8 million). Results from the External Spot Check System confirmed that targeting and registration of beneficiaries largely conforms to the procedures laid out in the Operations Manual. All sampled households visited had at least one orphan and nearly 58% of the beneficiaries were double orphans. The findings also show high levels of beneficiary awareness about Page 1 of 7 The World Bank Report No: ISR8998 most of their rights and responsibilities. All the respondents were aware of the program transfer value, for example. The spot check also reviewed the main risks associated with the payment process. Program beneficiaries reported being concerned about traveling to the pay points on specific days that are known to the entire community. 74% percent of those interviewed indicated that they felt safe when traveling home after collecting their payment, with negligible reported incidences of theft. The caregivers reported that the Program had improved their economic status. It had enabled them to purchase more food, school uniforms and medicine. The report shows that overall caregivers reported a satisfaction index of Public Disclosure Copy 67.4 percent. This provides a useful benchmark to monitor improvement over time as well as identify district outliers in terms of below acceptable levels of program performance. The timeliness of payments remains an area of concern in the Program. Only 19% of payments are made within the stipulated two week payment window and 31% of payments are made more than a month late. This highlights the need as previously agreed to convene discussions with Treasury and to explore ways within the Program to improve predictability of Government funds flow. Operationally, the Program has made progress in transitioning beneficiaries from POSTA to the Equity Bank biometric payments system. 12,297 households are enrolled and paid using biometric smart-cards. By the December payment cycle, 22,000 households will be paid using the biometric cards. A firm has been retained to manage complaints and grievances from January 2013. The internal Complaints and Grievance (C&G) collection and redress processes have been streamlined and an Officer has been dedicated to manage this process. There is now need for regular production and sharing of statistics from both the internal and external mechanisms. 200,000 Citizen Service Charters, which inform beneficiaries and communities of their rights and responsibilities in the program have been distributed to the program districts. 400,000 more have been printed and will be distributed in the coming months. Despite earlier agreements, the Secretariat is not yet producing regular bi-monthly reports. The three reports for the periods June, August and October were submitted together in December. The quality and regularity of production of these reports needs to be improved significantly.
