The project has moved forward significantly since the last reporting period. In particular, critical activities and actions needed for each project component are on track along agreed timelines. For components 1 and 2, the supervision team will monitor most closely the completion and data analysis of the ongoing early grade reading and math assessments, and the teacher TOT survey, as successful implementation of these activities is an instrumental step towards meeting EQRP’s PDO. Under component 3, implementation of school grants is on track. The second cycle of school grants targeting 450 public primary schools is currently underway, with grants closing in June 2017. To evaluate effectiveness of the first grant cycle in terms of meeting grant objectives at the school level and sustainability of financed activities, an assessment is now underway in a randomly-selected sample of schools. The assessment will involve school visits by an education specialist not associated with the Ministry of Education, Culture, Science and Sport (MECSS), who will compare grant proposals with results achieved, and, for each school, score the grant outcomes. Results will be available in August, 2017. Finally, the third cycle of school grants was launched on time early this year, and grant implementation for this cycle will start in September 2017. The MECSS adopted all of the Bank team’s recommendations from the last supervision mission, most notably for revisions to the School Grant Operational Guidelines, and administrators at participating schools reported improvement in clarity and concreteness of training delivered by MECSS for initiation of the third grant cycle, as well as simplification of procedures, especially with regard to preparation of grant proposals and mid-term report templates.
