As of February 2019, the actual number of people with improved access to water reached around 171,000 people (out of total target of 280,000), i.e., 60%. Out of seven key indicators, the project is likely to substantially achieve five of them. Infrastructure activities continue under eight civil works contracts, with major parts of the system nearing completion. Three contracts along with the Government-financed contract SRV/W/13 are delayed and may not be fully completed before the closing of the IDA credit (June 30, 2019). The Mission reminded the implementing agencies that Government budget allocations are required to finance the completion of any unfinished works after IDA closure to ensure satisfactory completion and realization of intended project outcomes. Institutional strengthening activities financed through the project have been mostly completed. Further support to the Syrdarya Suvokova is being provided through technical assistance financed by the Swiss State Secretariat for Economic Affairs (SECO). A final Bank supervision mission will be conducted in late May - early June 2019, to take stock of progress and results immediately before closure and, as necessary, review the Government’s plan for satisfactory completion of any pending critical activities. The target of 280,000 people can be exceeded if critical works contracts are successfully completed. The projections for completion are between 265,00 to 315,000 people. Target likely to be substantially achieved. Percentage of regulatory water samples meeting potable water standards. The service areas benefit from very high quality deep aquifer water resources. Regular tests indicate that the water quality consistently passes regulatory standards, where the 98% target is achieved. Target achieved. Increased water consumption of the served population. Recent measurements indicated that consumption has increased substantially from baseline conditions of around 15 l/p/d to 80 l/p/d for urban and 60 l/p/d for rural consumers. This represent substantial progress which has significant benefits to the population, however the ambitious targets (125 / 95 l/p/d for urban / rural) under this indicator are unlikely to be achieved before closure. Higher consumption rates are associated with behavioral change practices and household modifications (installing shower, flush toilets, washing machine etc.) and will evolve / increase over time. Target likely to be substantially achieved. Number of piped households with water meters. The rate of connections with water meters currently stands at around 4,400, substantially lower than the end of project target (46,500). Projections indicate that around 15- 20,000 households will access the system through new individual metered connections. However, the final targets will not be achieved by June 30, 2019. This is partly because numerous households counted within the target values live in multi-story apartment buildings - which are not yet equipped with sufficient internal plumbing systems for individual supply to each apartment. Target will be partially achieved. Improved financial working ratio of SVK. As noted in the review of the financial covenants the financial working ratio of the utility has declined over the last two years. This is partly a result of the major institutional restructuring, involving the consolidation of numerous smaller entities to a regional water utility company - along with revaluation of FX loans after significant soum devaluation in late 2017. The situation has reportedly improved in 2018, due to a significant increase in the collection ratio (associate with the transfer of this function to the Prosecutor’s Office), and due to tighter controls on expenses. This will be verified after receiving the 2018 audited entity financial statements. Current value stands at 2.1 which is well behind the end of project target of 0.9. This indicator is unlikely to be achieved by closure, emphasizing the need for tariff adjustments to reflect full cost-recovery. Target unlikely to be achieved. Number of water utilities that the Project is supporting. This indicator was achieved in 2016, following the creation of a single utility company for water and sewerage services in the Syrdarya region (SUE Suvokova). This was a major institutional restructuring, involving a merger of all 8 district Vodokanals and other rural and municipal enterprises within the Syrdarya province. Target achieved. Improved energy efficiency of the water supply system in Syrdarya region (as a ratio of power consumed and water flow supplied to the network, kWh/m3/yr). Recent measurements indicate that the new system is already operating below the target for energy efficiency, with consumption around 0.68 kWh/m3/year. The successful achievement of this indicator reflects the benefits of the new system design, utilizing natural terrain to transfer to a gravity fed systems.
