LISUNGI Safety Nets System Project () Policy Waiver(s) Does this restructuring trigger the need for any policy waiver(s)? No I. SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES The Lisungi project's overall progress remains robust with the rate of disbursement of 70 percent for the original credit and the first Additional Financing (AF1, 5986-CG) (up from 46 percent as of January 2019). The project has been able to exceed a number of targets and has covered more than 9,000 households with conditional cash transfers. Under the program of support to income generating activities (IGA), more than 8,000 microprojects have been developed and beneficiaries are scheduled to receive their first tranche by mid-October. The second additional financing for the project of US$22m (which includes $18.32 from the Refugee Support Window), was approved by the Bank on February 7, 2019 and is pending effectiveness. The project does not have overdue audits including the above captioned credit. The proposed restructuring aims solely to extend the closing date of the Credit 5986-CG currently scheduled to close on Dec 31 2019. The Government has requested that AF1 closing date be extended to allow for the completion of the IGA sub-component activities under the said Credit, which suffered delays primarily due to late effectiveness of AF1. The proposed revised closing date is September 30, 2020 and this would be the first extension for a cumulative number of 9 months. Since the IGA program is new for the Lisungi program, i.e. the 8,000 micro projects being the first batch, it is proposed to extend the Credit closing date by nine months instead of the six-months requested to allow for any possible contingency.
