An analysis of progress over time against the Key Performance Indicators (KPIs) indicates that the project has made substantial progress. This is encouraging as it shows that, despite slow implementation progress, the fundamental reforms envisaged by the project are being achieved. The increase in the number of institutions with academic autonomy and the high rates of institutions achieving or seeking NBA accreditation, plus evidence of faculty recruitment taking place, are important steps in improving the quality of engineering education in the longer term. Page 1 of 6 The World Bank Report No: ISR13190 The basic approach in the project, which is being reflected in other important programs (such as RUSA and NEQIP), is sound. The rating for the PDO remains at Moderately Satisfactory but given the slower than necessary pace of implementation, the Implementation Progress is being downgraded to Moderately Unsatisfactory. Substantial efforts need to be made to complete the project activities on time in one year. Public Disclosure Copy The Joint Review Mission noted that project implementation has picked up in the recent past, spurred on by the institutional performance assessment. Institutions were given a set of performance benchmarks that they were required to meet by October 31, 2013. The majority of the 190 institutions in the project are now actively engaged in project implementation, though a significant minority are making little progress. As of December 4, 28 institutions had met all 8 parameters, with a further 96 likely to meet them all shortly. Based on the results from the benchmarking exercise, the mission has recommended an action plan to be followed in terms of making further fund releases to institutions. All first cycle institutions who met the first set of parameters will be given a further set of performance parameters to meet, by March 31, 2014. These performance parameters are detailed in the Aide Memoire from the recent mission which is placed on the Project website. Another joint review is planned for April 2014.
