Component 1: Developing under-utilized agro-pastoral water supply technologies Good progress has been made with ancillary works at all dam sites (water tanks, water points, animal troughs, stores etc) but the early onset of rains has delayed the final step of constructing the dam walls at 6 out of 8 sites. Puntland - Construction is well underway at all four sites (Lasadawaco, Xamxama, Meledeen and Reydable). The construction quality of concrete works, curing, alignment, plastering installation of inlet and outlet pipes is satisfactory. The last mission visited Xamxama subsurface dam and at the time of the visit, a concrete dam (with 60m long wing walls), 50m3 storage tank, two animal troughs (separate for camels and shoats) were completed. The remaining works include construction of one subsurface dam downstream, one inlet chamber/shallow well, and installation of solar panels. Additional soil profile information is being gathered at the site of the second dam in the cascade to establish whether to proceed with constructing it. The final decision will be made in late November. At Reydable similarly 50 m3 storage tank, inlet chamber/shallow well, and animal water troughs were constructed, the foundation of the dam excavated and a 70-meter-long High Density Polyethylene (HDPE) sheet laid on the axis of the dam. At Lasadawaco the construction of a 136 meters long concrete dam wall has been completed. Only minor works remain to connect the dam storage at Reydable and Lasadawaco with their respective distribution facilities. At Meledeen, the construction of a 50m3 storage tank, inlet chamber/shallow well, and animal water troughs were completed. The dam foundation at Meeleden was inundated by water during the flash flood and needs to be re-excavated and lined with a HDPE sheet, as soon as remaining river flows abate. There has been some deviation from original designs due to lack of design in the underlying studies (e.g. topographic study). These variations have been overseen and carefully managed by site engineers hired by government. Somaliland - Construction is well underway at all four sites (Arabsiyo, Awbarakhadle, Dinqal and Debis). All contractors were mobilized around mid- August 2017 but due to unseasonally early rains, starting in September, dam wall construction was put on hold. Instead construction has focused on ancillary facilities (water tanks, pipe works, water troughs, public water points, caretaker room and stores. At all sites, the mobilization of equipment and material for the construction of the dams has been done. Once the rain relent the excavation and dam wall construction will commence. Workmanship so far is good. All the sites were allocated to different contractors but there has been good adherence to design standards, which can be accredited to good project management, construction supervision and contract administration by the PCU. The remaining works include construction of storage dams, inlet chamber/shallow wells at two sites, and installation of solar panels. Given the high-volume of flash flows when it rains, which carry both fine material and heavier boulders, the design for the sand dams is a convex arch, embedded into the embankments to resist this temporary force. Latrines and hand-washing facilities, not included in the original designs, have been added at each site. Additional minor variations were discussed during the mission (e.g. extending the dam walls at Awbarakhadle into the embankment rock). Additional field investigations are being made and a final decision on variations will be made in late November 2017. Component 2: Government capacity building and community empowerment Since the start of the project government capacity to manage the project and engage with communities has developed well. The teams have learnt a great deal about the siting of small dams through training on the Wadi Evaluation Tool and an exchange visit to the Africa Sand Dams Foundation in Kenya in late 2016. There has also been a series of training events on procurement and financial managment for the civil servants involved. However, the most important government capacity building and community empowerment has come through the process of learning-by-doing - particularly during the works procurement and works construction period. STEP was introduced in just as works procurement started which posed a steep learning curve for government teams. During the construction period there has been intensive dialogue among the government project coordination team, the beneficiary communities and the contractors. These discussions have covered a range of issues: finalizing the exact placement of the dams and ancillary works; agreeing local participation in the works; joint problem solving e.g. the inundation of the dam foundations at Meeleden; hygiene and sanitation promotion, and; the rules and by laws for water management post-construction. As works near completion it will be important that the dialogue between government and communities continues on a) water monitoring; b) water management (division of availalbe water among people, livestock and irrigated agriculture) c) assessing the impact of the project on beneficiaries. The World Bank task team continues to emphasize the critical need to ensure inclusion, particularly of women, who are often responsible for fetching water and decisions around household use of water, but also of other key community stakeholders, including youth, displaced populations and other marginalized groups who may otherwise be excluded from decision making fora around hygiene and sanitation as well as water resource management. Component 3: Project Management and Monitoring & Evaluation (M&E) The project coordination unit (PCU) in both Puntland and Somaliland continue to be operational and staffed with government secondees (PCU Coordinator, M&E, Finance and Procurement Officers). As STEP was introduced during the project there a a few earlier procurements managed on email that should be transfered over to STEP. Both the Puntland and the Somaliland PCUs have agreed to finalize this transfer before the end of the calendar year. The external audit carried out in December 2016 coordinated by the respective Accountant Generals, External Assistenace Fiduciary Sections issued unqualified opinions for project financial statements in both Puntland and Somaliland. This is an important milestone in the use of country systems.
