All PIUs and sub-PIUs now have the key personnel on board. This includes seconded staff from different agencies and technical consultants. The Project Management Consultants (PMC) are also on board, and their technical experts are now supporting development of TORs and reviewing technical proposals and contract documents. The physical infrastructure of the offices has also been upgraded and all offices are now well-equipped. Some time was lost because the Terms of References of infrastructure designs [Kabwe canal; solid waste landfill and tailings dams] had to be revised and the procurement process had to be restarted. Four large consultancies are now in process of being commissioned and expected to commence by end of June. The related safeguards documents will also start at the same time. 6/3/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Zambia - Mining and Environmental Remediation and Improvement Project (P154683) During project preparation, the Kabwe Municipal Council had identified 12 ha of land for the landfill site; however, since there was no action taken over the past two years, it seems like about 4-5ha of the identified landfill site was reassigned for other uses. Finding an adequate site for the landfill is now on critical path, because the design consultants are expected to be on board shortly; the project team is discussing this issue with the Kabwe Municipal Council and Department of Lands and Forests. The project has commenced a number of capacity building initiatives, including Technical training on Communications and Environmental and Social risk management in Mining Sector, and a study tour to observe good practices related to community development and livelihoods for women. On the Health Component, good progress has been made in procurement of the lead care medication through UNICEF. The procurement of the lead care equipment has also been initiated and is expected to be received within a month. The Technical Working Group has been formalized, comprising the District Medical Officer and experts from the Provincial Medical Office, KAMPAI University and the University of Zambia. the Technical training manual has been finalized and training of health providers and voluntary workers will commence in July. Over the past month, the project team has developed a Communications Strategy, in consultation with Bank specialists. The strategy will be implemented once a consultant and a Service Provider are on board, likely by end June. The project team has also developed a Grievance Redressal Mechanism which is now ready to be rolled out, starting with sensitization campaigns and training of focal points. Although the project has picked up pace over the past 2 months, and disbursement has increased by 4% to 14%, the project rating is being revisited to reflect the poor disbursement since Effectiveness, and the slow pace of implementation over the past 17 months. The rating will be revisited based on progress in procurement of consultancies and rollout of health interventions and communications.
