To achieve this objective the project will support targeted investments to remove critical constraints, improve productivity and build organizational and institutional capacities, both private and public, along the value chains of the targeted commodities. In particular, the project will: (i) rehabilitate irrigation infrastructure to enhance the resilience of agricultural production systems to climate change-induced weather shocks inselected areas; (ii) rehabilitate/build commercial post-harvest infrastructure to facilitate processing and marketing of agricultural products (iii) support strengthening of the technical, institutional, managerial and marketing capacities of smallholders and their organizations, as well as other stakeholders involved in agricultural production and value chains, to more effectively operate ina market-driven environment; and (iv) provide institutional-strengthening support to improve the governance of Gambia National Agricultural Investment Plan. The selected value chains are rice and horticulture (vegetables), for which accessible markets exist andproductivity gains are achievable through adoption of proven technologies. This progress is attested by the following achievements: 1. the rehabilitation of the 2,500 hectares of irrigation schemes has been completed and they have been under double cropping since June 2018; 2. the modernization of 21 women vegetable gardens covering 105 hectares, including the provision of a drip irrigation system based on solar energy, has been completed. Most of them are benefitting from contract farming with Radville Farms; 3. the small and medium enterprises beneficiaries of the project’s matching grants are exporting fruits and vegetables (333MT of fresh mango, 40MT of dried mango and 9MT of cereal in 2018), and creating jobs (371 direct jobs and 175 indirect ones with mango out- growers); and 4. the closing of the project’s financing gap by the Government as per is commitment, bringing its total contribution to the project to US$1.8 million, is highly appreciated. However, some project development objectives and results indicators are not yet met despite the project restructuring made on November 2017. A big push is still needed to meet them through a close monitoring and support to the project team, and to ensure a smooth and satisfactory project closing in end November 2019. Given this situation, an early project closing is no longer a good option. The mission team recommended the project to fully pay the remaining pending contracts and to fund the remaining activities including the project completion results report, the impact study and the agreed activities of the revised annual work plan to meet the project end targets.
