Has the Project Development Objective been changed since Board Approval of the Project? Yes No Component(s) Component Name Component Cost Multimodal Transport Corridor Investments 147.10 Investments in Small Ferry Boat Stages 4.60 Institutional Support 5.10 Overall Ratings Previous Rating Current Rating Public Disclosure Copy Progress towards achievement of PDO Moderately Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Moderate Moderate Implementation Status Overview Due to the on-going nature of all of the project's civil works, the project's development and intermediate outcomes are not yet observable, but over the past six months further critical progress has been attained to ensure that these works are completed as planned, which will allow the project to achieve its development objective. First, the project closing date has been extended by 18 months, through end-December 2015, thus affording the project sufficient time (although with no room for further delays) to complete all construction and technical assistance activities. Second, construction activities for improvements along National Waterway Corridor 1 are approximately 90% complete (up from 70% as reported six months ago). It is expected that these works will result in faster, more predictable, and safer navigation of freight barges in the Northern Delta region and, by extension, in lower Page 1 of 5 The World Bank Report No: ISR15561 transport and logistics costs for the shipping and freight community in the region. Improvement works at the river ports of Ninh Phuc and Viet Tri continue to progress well and are approximately 70% complete. These works will expand berth and cargo staging capacity at the ports, install a new drainage system, and prevent harmful effluents from being discharged into the river. Works at the Lach Giang estuary, the most complex infrastructure being financed under the project, have commenced implementation and the contractors have mobilized equipment and tested materials in a very dynamic marine environment in one of the world's most typhoon-prone areas. When completed, these works will allow for the Public Disclosure Copy year-round access into the river system of sea-river vessels up to 3,000-tons in capacity. They will also solidify the technical capabilities of local contractors in large-scale marine infrastructure development. Last, the project's main Technical Assistance activity, to advice the Vietnam Inland Waterway Administration (VIWA) on good practices for the management of small-scale river ports, landing stages, and ferry boat crossings, and management of maintenance dredging, is about to commence, as the procurement process for this, in its early stages six months ago, is now nearly completed. Mobilization of the consultants is expected in July 2014.
