A kick-off workshop chaired by the Secretary General of the Ministry of Agriculture, Fisheries, Rural Development, Water and Forests (MAPMDREF) was held on July 4, 2018, serving also as the first steering committee for the Program. A recent Implementation Supervision mission carried out from September 17 to 21, 2018 pointed to a high level of ownership of the Program within MAPMDREF and other implementation agencies (ONSSA, Wilaya) and noted satisfactory progress towards the achievement of the PDO. The Supervision mission also noted the effective hiring of a Technical Assistance team to support the PIU, including on safeguards aspects. The mission noted that particular attention should be given to the completion of 3 DLRs by end of CY2018: DLRs: 2.1 (revision of aggregation Law), 6.1 (Signature of Agreement between Borrower and IAEA), and 8.1 (Design of the Integrated Financial Management System). These DLRs add up to $10 million and their completion is a necessary condition to achieve the subsequent results. Beyond these 3 DLRs, additional disbursements of up to $62 million could be made by end of CY2018 due to progress on DLI#3 ($44 million) and DLI#5 ($18 million). The Task Team will very carefully monitor the implementation of activities under DLI#4 (Wholesale Market) and ensure that: (i) an environmental impact evaluation is conducted and approved before the beginning of construction works and (ii) more generally that the social and environmental action plan prepared by the team and shared with MAPMDREF in July is carried out in a satisfactory manner.
