This objective will be pursued through three means: (i) establishment of a competitive training scheme that finances private sector-driven training and traineeships, (ii) development of an improved policy framework for delivering training by enhancing OECS collaboration in training and introducing occupational standards to increase quality and value of training, and (iii) strengthening institutional capacity to better implement, monitor, and plan training. All outstanding proposals for training were evaluated and awarded bringing the total number of trainees currently enrolled to 945 (against end of Project target of 870). Significant progress has been recorded in all key indicators: 87 Standards have been vetted (against end of Project target of 85), number of pre-qualified training providers is 117 (against end of Project target of 65), percentage of enrolled youth in training in other sectors than hospitality is 38.7 (against end of Project Page 1 of 4 The World Bank Report No: ISR9074 target of 30) trainee stipend is now paid on time thus reducing trainee drop out. The CARICOM team visited Saint Lucia in November 2012 to assess readiness for issuing Caribbean Vocational Qualifications (CVQs) and approval is expected any time now. Training is of high quality and many trainers and trainees are optimistic that they would be able to get permanent employment within a short time following completion of training. A new PDO indicator has been added: “Number of youth certified at level 1 or above�.
