The seven subprojects consisted of the following four central government projects and three provincial agency projects. Means-testing and social assistance targeting (US$400,000); Review and evaluation of budget expenditures (US$400,000); Deepening reform of fiscal system in the New Normal (US$260,000); Project management and knowledge cooperation capacity building (US$2,600,000); Local government fiscal and tax reform in Jiangsu (US$100,000); Model and capacity building of cooperative organizations for development of poor rural areas in Yunnan (US$600,000); Development of agriculture production and operation organizations and capacity building in Henan (US$680,000). Progress at subproject level varies between central government and provincial agencies. Progress has been made moderately in a few central agencies’ subprojects, mainly in identifying and engaging consultants, processing and completing procurement steps to award consultancy contracts, which is to be carried out in the coming months. Progress has been slower with provincial subprojects. The mission expects that the project implementation in provincial projects to pick up its pace with the appointment of new leadership in the SMOs. Strengthening of the PMO’s project management capacity is underway. Ensuring proper implementation capacity of the PMO would be critical for timely and successful implementation of the project towards the project development objective. The capacity of the Project Management Office (PMO) will be strengthened by hiring consultants to assist the PMO in day-to-day project implementation. Contracts of the PMO consultants are expected to be completed in early 2016. Subproject selection process for the 2nd Batch has begun. A call for proposals was announced by the PMO for the 2nd batch of subprojects in August, 2015. 11 central agencies and 4 provinces have submitted 26 proposals. The mission expects the selection process to take place in February 2016. Procurement. Prior reviews for the contracts has been processed and completed for four of the on-going subprojects of the 1st batch. Post reviews will be conducted by a World Bank team during the future supervision missions on a number of firm contracts and individual consultant according to the project procurement plans.
