The Memorandum of Understanding (MOU) between Page 1 of 4 The World Bank Report No: ISR8146 Ministry of Education and Science (MoES) and Save the Children Japan (SCJ – an international NGO) has been signed. As per the MOU, the head of Pre and Primary Education Division under the Policy Implementation Coordination Department of the MoES and the Country Director of SCJ co-chair the Project Steering Committee (PSC) to ensure overall success and sustainability of the project implementation in line with education sector policy. The project launch was organized jointly by the SCJ, MoES and WB on 30 November 2012 with participation of the representatives of the MoES, education officials from the target provinces and other stakeholders and media. Hiring of an international M&E consultant is underway so to help with design of M&E framework and baseline survey.
