In spite of having a good pipeline of approved Integrated Community Plans (PICs), the implementation of activities has been slowed down by the announcement of limited federal expenditure capacity. This is negatively affecting Project implementation, and the achievement of the PDO is at risk. The technical components are advancing very slowly and showing only minimal measurable progress toward intermediate results. A field visit to Salta, Chaco, and Santiago del Estero during the last implementation support mission showed that the number of PICs approved and at advanced stages of formulation has increased: 29 PICshave already been approved by the provincial 7/19/2019 Page 1 of 8 The World Bank Implementation Status & Results Report Forests and Community (P132846) environmental authorities; 28 more have been submitted to them for their review and approval; and 23 more PICs are under preparation. 20 additional PICs have been identified to be prepared jointly by the PIU and the provincial forest agencies, and later on, would be implemented by the latter. However, the actual implementation of the PICs already approved (i.e. those that are under direct control of SAyDS) is moving very slowly; which in some cases increases the anxiety of some of the beneficiary communities. On the other hand, the activities related to the national forest monitoring at the national level are progressing relatively well. During the mission, and for the first time, the PIU presented a record of timber transported in Jujuy, Salta and Chaco provinces, as evidence of the progress achieved in the roll-out of SacVeFor. The operational status of the Deforestation Early Warning System was also confirmed during the mission by the forest authorities of Santiago del Estero and Chaco provinces. Finally, regarding the National Forest Inventory, the targets expected in terms of sampling plots installed have been overpassed. Project Restructuring. The Project’s expenditure capacity for calendar year 2019 has been capped at around AR$127 million by the Project’s budget allocation approved by the National Congress in late 2018. Moreover, even in a better financing scenario, the Mid Term Review conducted in September 2018 confirmed that the Project Development Objective (PDO) indicators’ targets set during preparation remain largely out of reach. With these constraints in mind, in June 2019 the Ministry of Finance requested partial cancelation of the loan of US$38 million (65% of its  original amount), and the PIU worked on a project restructuring plan to ensure the PDO is achievable and targets are set at appropriate levels.  Key elements of the expected Project restructuring include: (a) focus investments on the 100 communities already identified to date by the project; (b) strengthen dialogue with Provinces in order to integrate the PIC instrument into Provincial level forest law procedures and financing; (c) eliminate or scale down less relevant activities related to communication and training. Agreed actions to improve project implementation include: (a) to complete the Project restructuring, including a substantial partial cancelation of the loan; (b) to focus Project implementation on the achievement of the results, as included in the operational plan for CY19 recently updated (and to be monitored with the restructured results indicators framework); (c) to develop an operational plan covering the whole lifespan of the Project; including quarterly milestones for all the results indicators; and to clearly distribute responsibilities on those milestones among the PIU members; and (d) to provide a much closer follow up from the Bank side. The timely execution of these actions, including the restructuring, should allow the project to get back on track to achieve its newly defined objectives.
